Suzhou, the first city in China which has both prefecture-level cities andcounty-level cities nominated as “National Civilized City” under its administration, hasinitiated the strategic deployment of developing “Civilized City Agglomeration”. Thisinitiative, to its utmost extent, will boost the further development of the civilized cityconstruction campaign. The campaign of the civilized city agglomeration, on one hand,remains the principle of unifying material civilization, spiritual civilization andecological civilization, which has been pursued in the civilized city constructioncampaign; on the other hand, it attaches great importance to the principle of integratingthe development of the five county-level cities with the central cities. The target ofcivilized city agglomeration campaign, which is to pursue coordinated development inthe entire area, is definitely beneficial for resource optimization and comprehensivecapacity improvement within the area. However, since the idea of civilized cityagglomeration construction is newly proposed, an overall theoretical guide to supportthe concrete practice is still missing, which leaves the government can only but explorethe process based on the experience in the construction of civilized cities. This thesistakes the civilized city agglomeration construction campaign of Suzhou City as theobject, defines its significance, summarizes the effective measures taken on other citiesin the process of civilized city construction, and analyzes the actual situation of SuzhouCity. Based on the aforementioned summarization and analysis, this thesis offersproposal on the construction of national civilized city agglomeration in Suzhou City interms of policy system and safeguard measures.
