After more than20years of development, property rights market in China has become an important component of multi-level capital market in China, become an important platform for the flow of production factors and the allocation of social resources, realized the important channel of capital flow and transformation. The property rights trading market transactions varieties continuously enriched, at present already covered all enterprises property right, creditor’s rights, property rights, intellectual property, environmental emission and interests of all kinds of rights and real assets, financial assets, litigation assets. At the same time, the government’s administrative supervision of property rights trading market are seriously behind the development of property rights trading market. Major problems include:lack of special property right law, administrative regulation subject not clear, administrative regulatory measures remains to be improved. The study on the reform of administrative supervision system of property rights trading market and regulatory means innovation is practical and valuable.Based on the new classical public management as the guiding ideology, to property right economics, and the theory of transaction cost economics theory as the foundation, with the E-government affairs and its application technology as a tool,,this paper elucidated the necessity of the property rights market operation mechanism and administrative regulation, dissected the cause of its weakness in the current regulatory system,put forward the principle of administrative regulation to property rights trading market, explored to establish property right trading market dominated by the local government regulation framework, and tried to build a real-time electronic monitoring system.
