With the continuously push forward the reform of government institutions and functions change, the growing awareness of "small government, big society", non-governmental organization (NGO) has been constant development, plays an increasingly important role in the promotion of social construction, as soon as not inconsiderable part of the field of social and public services. And as rooted in the grassroots level, although on a smaller scale, but a large number of grass-roots NGO, more worthy of attention and study.In the new situation, the grass-roots NGO with the deepening of the reform of the government, the growing popularity of Internet technology, as well as the awareness of the public welfare enhanced, also ushered in new opportunities and new challenges. However, due to the registration system, living environment, the limits of credibility is not high, the development of the whole of the grass-roots NGO is still in an early stage of development, small scale, weak force. Currently, in many troubled grassroots NGO development factors, the most important is the credibility of construction problems.This paper discusses the credibility of building a decisive role in the development of grass-roots NGO based on the use of government-non-governmental relations theory, trust theory, analysis from the grassroots NGO credibility is not high for their own reasons, social reasons, the Government reasons, proposed the building of grass-roots NGO credibility to enhance the idea that enhance the building of grass-roots NGO credibility should the situation in China to take a combination of internal and external "approach, that is internal to accurately determine their own values and strategic objectives, and the establishment of an open and transparent internal mechanisms, and establish participate in the development of philosophy and the concept of team building; addition, grassroots NGO organization to take advantage of the government procurement of public service resources, with microblogging and other media resources rooted and services in the construction of new communities, strengthen public Internet-based community-building.
