In China,grassroots civil servants are a large group of civil servants.After large-scale implementation of civil service examinations,this group has a larger proportion of staff,and many grassroots civil servants cannot be promoted through promotion channels.In recent years,our country is at a high-speed stage of national and social development.The government's relationship with society has changed from management to governance.This paper starts with the promotion of grass-roots civil servants as a starting point,improves and perfects the promotion mechanism,and makes it more scientific and standardized.This is not only to further promote incentive management of grass-roots civil servants,provides beneficial exploration,and also lays down a more solid mass foundation for the government party committees and departments.This article focuses on the basic civil servants in County D as the research object,especially on the difficulty of the promotion to the department level.It has digged into the reason for this difficulty from many aspectes through literature research method,questionnaire survey method,analysis and synthesis methods,etc.By summarizeing and concluding the experiences of civil servant management researches at our country and others.With the help of relevant data and the data obtained from the promotion of grassroots civil servants in County D and the data obtained from field research,based on the entire process from the examination and promotion of civil servants from County D,analyzing the problems and causes of civil servants' promotion and proposing the correspond countermeasures.Through analysis,we have explored a series of problems,such as fierce competition among the grassroots civil servants in County D,narrow promotion channels,unscientific mechanism for selecting and employing people,unreasonable assessment mechanisms,and lack of their own abilities.The main reasons include the narrow promotion channels for the promotion of grassroots civil servants,non-standard cadre management which has exacerbated the promotion of competition,the old cadre personnel system which has led to unscientific selection of personnel,the lack of scientific basis for the promotion of grass-roots civil servants,the poor continuing training effect of grass-roots civil servants,and poor basic-level practice capabilities.Starting from the above problems,we have traced the origins,proposed broadening the promotion channels for civil servants at the grassroots level below the county level,formulated a scientific human resources plan for grassroots civil servants,improved the mechanism for selecting and employing civil servants at the grassroots level,improved the examination methods for promotion of civil servants at the basic level,and comprehensively improved the ability and quality of civil servants at the grassroots level.Measures.Based on the practical work of civil servants,this article researches and analyzes the promotion process of grassroot civil servants in the entire process of examination,training,assessment,and selection,and proposes innovatively the establishment of the “dual track system” promotion,“jumping” promotion,etc.
