After Qing Dynasty emperor Yong Zheng succeeded to the throne, in the face of official corruption、political instability、class contradictions of social, he embarked on a legal system——Hing salary system.The purpose of this system is to increase official salary and officials illegally collect wealth into legitimate income, so that officials can concentrate on the government and maintain his integrity to avoid crushing the people, thereby easing social conflicts and maintain the stability of the regime.YongZheng summed up the thinking of the ancient "high salary" and his own understanding of integrity and corruption issues, and then take this historical practice. It pioneered by YongZheng, modify and adjust of the Qianlong period, eventually forming a complete system. Occurred after the force of law, it has indeed achieved a certain social effect, but because of the inherent drawbacks of the feudal society in the Qianlong gradually make it a mere formality, to crumble in the late. This article focus on the historical background of early Qing Dynasty, discusses the YongZheng and QianLong period high salary system, the effects of this period of high salary system, including the generation of system development, changes in the process, trying to reproduce the conditions at that time, the historical features of the real system.This article begins with a profound analysis of the background of the high salary system for the generation and implementation. YongZheng strengthen management officials, a substantial increase in income to enhance their selfdiscipline in order to ensure the honesty of the officials. The second part introduces the basic content of the system. This part is mainly based on the relevant historical data, sort out the basic principles of the system of high salary, financial sources,scope,and draw standard.The thrid part is mainly from the point of view of law the analysis of the effectiveness of the legislation and experience of the early Qing Dynasty hihg salary system to learn.Qing Dynasty high salary is essentially a integrity system YongZheng taken in order to strengthen the management of officials and its purpose is to try to maintain the selfdispline of officials through the issuance of highwage, in order to achieve the purpose of preventing official corruption. The object of this paper is of practical significance.At the moment, the problem of corruption is still the hot issue of the coummunity, how to combat corruption has always been for the people concerned,"High Salary" is also today one of the hot topic Pepple income and honesty are not necessarity linked, but it is undeniable, incom status does play affect the honesty of officials.The purpose of this research is to learn how to regulate high pay if you take a high salary, and make it a better role.
