The Comprehensive Study Of Drug Crime In Our Country

The problem of drug crime has all brought enormous influence on global economicdevelopment, social stability and ethical development. According to relevant statistics, theannual volume of the global drug trade second only to the arms trade and more than any otherkind of merchandise trade. After the founding of New China, under the leadership of ChineseCommunist Party, the people of all nationalities in the country developed a whole series ofcampaigns against opium-smoking under the condition of poor economic foundation and a hugenumber of drug addicts. The problem of national smoking opium has been solved absolutely inonly three years. It is universally acknowledged that china has achieved tremendous successes inagainst opium-smoking. However, with the development of the reform, because of the greateconomic interest stimulation and the geographical position of our country, the problems ofdrug-smoking and drug trade which has disappeared have come to life again all over china andbecoming acute. Although china has been making efforts in drug control again and again and hasachieved to a certain success, a new war zone will appear after every success. Finding a set ofeffective methods for prevention and control has become the primary problem of against drug inour country, and a heatedly-discussed topic in scholars.In this paper, the author discussed from five parts on the integrated management of drugcrime in our work.The first part is an introduction; the main purpose is to put forward questions, explainsthe significance of the topic, the view of existing research literatures at home and abroad andalso introduce the way of researching.The second part is the basic theory; this part described the concept, types, characteristicsand the harm of drugs in detail. The harm of drugs can be summed up as twelve words--destroyyourself; hurt the family, harm to society. This paper analysis on harmfulness in more detail,because only aware of the harm of drugs can enhance the whole nation’s awareness of preventionand control, and put up a national anti-drug struggle. The successful experience of anti-drug inthe past and the seriousness of the present situation suggest that no country can eliminate drugcrime only with the power of government. Referring to the views of various scholars, the authorpresents his own concept of drug crime. In addition, based on the theory in public administration,the author discusses the necessity of drug crimes management. The third part checks p with the demonstration of the R city. As the working relationship,the author knows a mass of date about R city in long terms contract with anti-drug work and alsoprovides reliable data for this analysis. After the elaboration to the social condition, environmentsituation of R city, the author analyses the development trend about the drug crime from2009to2012in the R city according to the data. And then take this as the starting point; the author makea certain that some achievements have been made in our drug law enforcement and compulsoryrehabilitation work, at the same time, the author analyzes the current drugs especially syntheticdrugs huge consumption market, the grim situation of drug penetration from “golden triangle”and “golden crescent”, the rising problem of making synthetic drug, the flourishing drug tradesituation, and make a predict that the number of new drug abuse may exceed the traditional drugs,crime means will emerge in an endless stream, and the number of drug addicts will rise steadily.At the end of this part, the author puts forward three constraints factors in china’s drug controlwork: the international environment, national conditions and economic development.The fourth part is the analysis of the cause of the problem, also the cause of drug crimeanalysis. The author discussed from three aspects of nature, social and individual reasons.Natural reason, our country next to the two major sources of drugs,“golden triangle” and“golden crescent”, northeast of Russia also gradually become major production of new drugs,Hong Kong and Macao regions still is the main consumption in Asia and an important transitpoint for drugs, all these factors have led to china has become an important channel forinternational trade in drugs trafficking. And the Southwest National area, as one of the mainopium producing areas in China, Poppy cultivation is the local production life style and socialcultural tradition which has developed for more than one hundred years; It is difficult to changein a short time. as for the social reason, huge economic profit of drug trafficking is thefundamental reason to induce such crimes, As Marx said, when the profit is more than300%,people will trample all legal even at the expense of life. Another pleasure distortions and familyeducation misconduct are also social reasons of drug crime. Individual reason, because theawareness of the legal meaning and drug prevention, coupled with strong curiosity tendency,Individual easily have an ulterior motive inducement embarked on the road of no return by otherpeople.The fifth part is the solution to the problem that the Countermeasures of drug crime.
