Democracy has always been a core issue of the field of political science. In the differentstages of human development, theories on democracy take different themes and forms. As animportant development outcomes of the development of contemporary western political science,the Deliberative Democracy perfect and beyond the indirect representative democracy, andovercome the difficulties from the pluralism and complexity of the environment. DeliberativeDemocracy advocating rational and inclusive,and emphasis on dialogue, discussion and citizenparticipation for the positive role of political legitimacy. The theory is that democracy should notbe the simple aggregation of citizen preferences, citizens involved in the consultation processcan achieve the changes in the preferences of the citizens, so as to promote a consensus reached.Deliberative Democracy has the basic characteristics of openness, equality, consensus,accountability, and inclusiveness, reciprocity, as the value of the pursuit of the people’ssovereignty, equality, freedom and justice concept. These core characteristics and values,co-created the superiority of Deliberative Democracy enhance the quality and legitimacy ofpublic decision-making.With the deliberative democracy practice areas continue to expand and the practice formsare diversifying, the difficulties in theory construction, system design and mode of operation ofDeliberative Democracy constantly apparent. Therefore, only on the basis of both theoretical andpractical mode, promoting deliberative democracy theory and institutional innovation, andperfecting the mode of operation, to overcome practical challenges, and to promote democraticpractices to more openness, pluralism, and popular direction.On the basis of summarizing the background of Deliberative Democracy formation, thispaper elaborates the main content, form of practice and practical difficulties of deliberativedemocracy. And through literature studying and theoretical reasoning, it also tries to propose thepossible paths for the future development and the trend of the Deliberative Democracy.The paper is divided into five parts. The introduction section introduces the reasons andsignificance for this research, research status at home and abroad, and the method, innovationand insufficient of research. On the basis of summarizing the course of development of Westerndemocratic theory, the second chapter generalizes the main content of Deliberative Democracy.The third chapter describes the a practical form, system design, and theoretical assumptions ofdeliberative democracy, and summarizes the main value of the Deliberative Democracy. Thefourth and fifth chapter is a core part of this paper. On the basis of the above, the fourth chapter summarizes the practical difficulties of deliberative democracy theory in political practice. Thefifth chapter proposes the main measures to solve those problems, and promote the developmentof the deliberative democracy theory and practice.
