The Research Of Deliberative Democracy In Contemporary China

Since the reform and opening-up, with the diversification of our economic interests and the people becoming more conscious of the democratic rule of law, people's demands for participating public affairs have become increasingly strong. Therefore democratic consultation, an important manner, has been extensively concerned. Meanwhile, theory of deliberative democracy, which rose in the 1990's in the West, provides theoretical basis for China's practice of democratic consultation. Deliberative democracy focuses on understanding and respect, emphasizes conversion of value preferences rather than aggregation. Deliberative democracy a new form of democracy meeting to meet social needs; is an effective way to resolve political differences and conflicts. The flexibility that deliberative democracy has is efficient complement to rigid electoral democracy.In the process of the development of China's socialist democracy, as a form of socialist democracy, deliberative democracy has gradually risen to a national democratic political system in national development and improvement of the political system. Deliberative democracy plays an important role in promoting the construction of socialist political civilization, and it has an important practical significance in strengthening and improving the work of the CPPCC, and enhancing the development of a harmonious socialist society.In the first part, the paper introduces the significance of article topics, and simple combs the academic research on the status of deliberative democracy theory. Along development context of deliberative democracy in contemporary China, it has studied the development and change of deliberative democracy before and after China's reform and opening-up, with the main method of comparative analysis. This part is since from the reform and opening-up of China, and described the process, content, form of deliberative democracy in China. This chapter comparatively analyzes its historic development, content and form before and after reform and open-up so that its changes and achievements become more vivid. Chapter 4 analyzes the problems and causes of deliberative democracy in contemporary China, and presents some suggestions to improve.
