hi a well-ordered democratic society, different people, different interest groups with various religious, philosophical and moral comprehensive doctrines, which is a permanent feature of public political culture.In the view of pluralism, a variety of value has its reasonable existence, there is no good or bad.when citizens in the discussion of political issues, They are vulnerable to a variety of comprehensive doctrines can not agree.In Rawls, public reason is crucial to people to reach a political consensus.Public reason is the reason of free and equal citizens, the basic features of a democratic country.But public reason can not solve the political problems, he solved the problem mainly around the the constitutional fundamental and basic justice issues.Public reason does not apply to personal political problems, only the free and equal citizens to participate in public can use public reason. In the political sphere, the public reason as a political conception of justice, to regulate a variety of "comprehensive doctrines" and guide the behavior of citizens in the political and social, to properly exercise their responsibilities in a public forum, which is the highest constitutionalmay become public debate and social justice issues.According to Rawls, the idea of public reason only applies to public political forum:legislators develop policies and regulations, policies set of judges and the trial of the case, in particular the Supreme Court elaborated; government officials elaborated the election of the executive branch officials. When face the constitutional fundamental and basic issues of justice in times of crisis, as citizens how to make a choice, how to maintain the loyalty of the constitutional democratic system, and to comply with the regulations issued under the constitutional democracy.Rawls argues, when the citizens were recognized each other as a social system of fair cooperation.In their opinion, the most reasonable political conception of justice, mutual propose fair terms of cooperation, and they agree to act in accordance with the terms of fair cooperation.Free and equal citizens to act in accordance with the reciprocity guidelines, when they make their own considered to be the most reasonable fair terms of cooperation, because out of the system of civil cooperation to each other, they will think of other citizens also is reasonable to think that the fair terms of are cooperation.When the Constitution of the fundamental and basic justice issues in times of crisis, government officials will act in accordance with the public reason, and all reasonable citizens will be rational to assume that legislators follow public reason to act. All free and equal citizens in the public political forum to discuss issues, based on the reciprocal criteria, in accordance with the public reason to act to fulfill their obligations.
