As is known to all, fishery resources as a kind of biological resources whose regeneration are limited by various conditions. The steady development of fishery resources involves each member’s fishing interests. However, long-term over-exploitation by humans and inefficient to use, the influence of national policy is not perfect or other factors, today’s fisheries countries is facing the serious situation of fish resources are dried up, the current situation made the fisheries subsidies gradually surfaced, where the fishery countries has paid close attention to it. Implementation has a dual effect of the system, positive aspects shown as it is conducive to promoting industrial level of income, reduce the input costs, bring more money into the fisheries sector; Negative impact is that it is easily to cause human over-exploitation of resources, not conducive to ecological environment protection, or distorting the market trade. In this era of liberalization of trade, under the background of change in the countervailing rules, only rely on the "Agreement on Subsidies and Countervailing Measures" can’t fundamentally solve the problems caused by subsidies. As a WTO member country, whether base on the protection and healthy development of our country’s economy position, or achieve the international perspective of sustainable use of resources, we should be highly concerned about the issue. Coin of two sides decided to the implementation of the system in our country will surely be achieved some results, and produce some bad effects, the former reflected it can promote economic and social development, the latter showed levels of domestic legislation with the relevant provisions of the policy is imperfect. Facing the study of global fisheries has been on the verge of collapse of the fact, in order to ensure our country’s fishing industry would be able to develop steadily and fast, this article is set in the WTO framework, a fishery subsidy system in our country for the implementation of the main research content, by introducing the relevant content on fisheries subsidies, subsidies system in main fishery countries practice under the "Agreement on Subsidies and Countervailing Measures", raises the system in our country’s present situation and the existing deficiencies, then puts forward under the WTO framework how to improve it, to achieve the fishery subsidy system and the development of the fishery resources good interaction, ensure that our country’s fishery resources can long-term stable development.
