Since the Doha Round trade negotiations launched in2001, the members ofWTO did not reach a consensus on agricultural subsidy which was one reason leadingthe negotiations stalled so many times. The key problem is the agricultural issues, thekey of which is the problem of agricultural subsidy. Since the negotiations startedagain in2010, the critical problem still lies in high subsidies from developed countries,which influences the agricultural exportation of developing countries. The developingcountries request the developed countries to reduce the amount of agricultural subsidy,as well as construct and consummate the agricultural policy. This essay studies thepolicy of crop subsidy as the representation of agricultural subsidy, references thesuccessful policy of developed countries for consummating the policy of crop subsidyand legal system in China.The policy of crop subsidy of European Union is worth of researching asreference. As the predecessor of the EU, the European Community was established in1958, which drew up the Common Agricultural Policy in the Rome Treaty. After aseries of reforms, the EU had completed the policy of agricultural subsidy includingthe crop subsidy. The essay offers the suggestions on constructing and consummatingthe policy of crop subsidy of China by researching the policy and law of crop subsidyof the EU.In this essay, the first chapter explains the significance and purpose of the topic by introducing the background of Doha Round trade negotiations. The second chapterintroduces the concept of “amber box”,“blue box” and “green box” as well as theamount limitation of counties specified in the Agreement on Agriculture of WTO. Thethird chapter discusses the specific content of the policy of crop subsidy in the EU. Byintroducing the price support, direct subsidy and environmental measures, the essayevaluates the legal nature and functions of these policies. The forth and fifth chaptermainly discusses the history and present situation of policy of crop subsidy in China,also provides suggestions on perfecting the policies. The fifth chapter suggestsdrawing up the legal system of crop subsidy, focusing on the principal, form andemphasis of legislation. The sixth chapter suggests that China should construct thepolicy of crop subsidy both in content and amount by law, in combination with thereasonable policy of the EU.
