Since the twentieth century, with developed countries promoting and scholars focusing on the issue continually, financial decentralization system is being accessed by more and more countries and becoming a useful and fascinating theory. Owning to involving dispensing financial resources, equalizing authority, levying civil property, more and more specialists have being paying attention to the item, especially for constitutional scholars. The dissertation will explore the general theory about fiscal decentralization and how to establish our country own fiscal decentralization system, relying on constitutionalism, based on the constitutional knowledge.First of all, I have claimed the common knowledge about financial decentralization system, why we ought to construct it in our country and what it could bring with us. I concentrate on analyzing why we choose constitutionalism instead of legislation for realizing its exertion on the equalizing financial capital in various district and coordinating the whole country economy developing.Besides, in part two of the essay, I will explain financial decentralization system in foreign countries, which mainly emphasizes on how western developed countries have succeeded in coordinating that and constitution so that we can grasp the trend of development of fiscal decentralization theory.Finally, I have being focusing on Chinese existing system which possesses a lot of flaws, especially for the combination with fiscal decentralization and constitution. Basing on analysis, I try to explore some useful ways to innovate the present system. Lastly, we can succeed to utilize the theory of financial decentralization into social reality rather than only setting the rules in constitution. Hence, I introduce the theory in this part that we shall investigate the responsibility for constitution violation. At the same time, I explain the importance of the phenomenon that we should realize the coordination between that and fiscal decentralization. Consequently, I always believe that we could not deny the reason of goals, although we still own a series of sever problems in present stage. Building financial decentralization system at the means of constitutionalism can do better in dispensing the power with central and local government so that civil rights and social justice could be ensured.
