China has increasingly been a decisive role in the international economics, but how to effectively utilize foreign aid resources to promote status in the field of world politics, has become a pressing issue to think about, which is in relation to the in-depth development of Reform and Open Policy. As the main donor countries and recipient ones after World War Ⅱ, European countries has rich experiences in foreign aid affairs, to compare and summarize their aid practices has lots of reference value to our foreign aid business.This paper selects Britain, Denmark, Germany and France as four examples of European countries, comparatively analyzes their aid practices after the Second World War based on ten dimensions. Specifically, strategic purpose is the core value of a country’s foreign aid policy, while the legal underpinning can guide and guarantee the achievement of aid pursposes. Besides, aid volume is the provement of aid purpose’s realization. Similarly, aid’s geographical distribution, distribution of channels and sectors can reflect the evolution of purpose as well. Otherwise, the continuous reform of organization and management pattern provides the institutional support for the aid purpose’s enforcement. Last but not least, the evaluation on aid effectiveness in line with the requirements of Paris Declaration is the embodiment of aid efficiency.In addition, this paper puts forward the concept of international aid normative system, mainly consists of western mainstream foreign aid theory and thoughts, plus with China’s aid ideas. During the comparison of ten dimensions, this paper also perform the verification of international aid normative system’s influence to four European countries’aid practice via the angle of combination theory with practice.Based on the comparative analysis of these practice, this paper respectively summarizes the lessons learned from four countries’ foreign aid policy, and tries to explore the internal motivations through the perspective of political parties, interest groups and political system. Finally, this paper ends up with the generalization of European countries’common norms on foreign aid and raises some suggestions on our foreign aid work.
