In the state-owned enterprises, the ideological and political work has managed tocreate a good environment for enterprise’s production and reform, has providedpolitical guarantee and the intelligence support. But with the trend of economicglobalization become obviously day by day, China joined WTO as well as the reformof state-owned enterprise, the traditional enterprise ideological and political work,such as its methods, contents displayed several of unsuitability, need to improve andinnovate urgently. Meanwhile, as a product of the modern enterprise management,corporate culture was introduced to China in the1980s, has been paid growingattention. Corporate culture has played an increasingly important role in the process ofproduction and operation of enterprises, as well as increasing staff cohesiveness. Now,corporate culture has become an important part of the building of socialism culture.However, because of the special conditions, a new corporate culture must go throughthe localization process, finding a path of development suited to Chinese state-ownedenterprises.Based on the case study method, literature research method and comparativeanalysis method, this paper studies the relationship between state-owned enterprise’sideological and political work and corporate culture construction. The first part of thispaper, it sorts out the concept of State-owned enterprise ideological and political workand the corporate culture construction. Then through exploring the similarities anddifferences between ideological and political work and corporate culture constructionin state-owned enterprises, it analyzes the significance of their combination.Second, it analyzes the status of ideological and political work and corporateculture construction in state-owned enterprises, which is the theory of ideological and political work trends to innovation, core work from theoretical study to practical, therole of carrier becomes more and more important, but there are still someshortcomings. Enterprise culture attracts more attention, the idea of humanmanagement embodies in the development of the state-owned enterprise culture, but italso appears in pursuit of surface form and lack of innovation and characteristics.Furthermore, it analyzes the status of their relationship, which is the combination ofthe ideological and political work and enterprise culture is from "transplant assembly"to "independent development", research method from qualitative analysis toquantitative analysis, enterprise culture construction, the spirit of enterprise andpeople gradually attract more attention, and it not only inherits the traditional culturebut also pursuit of continuous innovation.At the end of this paper, the article focuses on the ways, countermeasure andmechanisms for combination of both. On one hand, corporate culture in state-ownedenterprises can help to broaden the practice of ideological and political work; on theother hand, the advantages of political and ideological work can also help to guaranteethe right direction and promote the building of corporate culture. In the process ofhow to achieve a combination of both, there are still many difficulties and obstacles.This paper attempts to offer some practical countermeasure, moreover, combine thetheoretical and practical perspectives, take a successful case for example, try toexplore a mechanisms of the combination, involves operational mechanism andprotection mechanism. The operational mechanism mainly consists of the leadership,decision procedure, executer and the protection mechanism focus on teamestablishment, financial support, systematic management, communication andfeedback process.
