The arrangement of physical education of colleges and universities in Urumqi has it own characteristics; The content of teaching was simple which was not formed thesport of Xinjiang minority sporting project; as there was no syllabus, so the universities arranged the physical education by their own willing, so there was no normalization in physical education.2. As the geographical factor and culture factor, the number of male teachers was more than the number of female teachers. The age of the backbone teachers was distribute from30to50; and the teachers is developing to highly educated and high title. As the reasons of equipment and weather, the students has no interested in physical education in winter.3.There is a big restriction to physical education developing in winter because of inadequate fouds and site, the old equipment.Countermeasures:1.Establishment of a unified syllabus, regulate the winter physical education of Urumqi in the arrangement of teaching class, teaching content and teaching organizational2.Strengthen the building of teachers, proves students participated physical education awareness in the winter and focus on the development of the traditional items of the Minority winter characteristics, physical education teaching content to enrich the winter, Form Characteristic winter physical education quality courses.3.In order to ensure the development of winter physical education,relevant departments to increase a certain amount of money into the construction of venues equipment and supplement.
