With the accelerating process of popularization of higher education in China, the highereducation evaluation has caused the widespread concern of social all circles. With the constructionof a strong nation of higher education, people put forward more requirements to the quality ofhigher education; the voice of the higher education evaluation is also growing louder and louder.In this context, the higher education evaluation in China is actively carried out; consequently, thework obtains fruitful results and has accumulated abundant theoretical and practical experience.Value judgment is the core of higher education evaluation. The paper first presents theconcept of education evaluation as well as higher education evaluation, and then studies somebasic principles and functions of the higher education evaluation.Secondly, it analyzes the five typical malpractices and its causes during the assessing ofhigher education. The shortcomings are limited in the following parts: the overweight ofadministrative intervention by government; the limited space for intermediary organization; theunitary standards of evaluation; the shortage and unjust of evaluation funds allocation; theinefficiency of the evaluation method. There are many reasons for these malpractices. With somepractice, this paper analyzes the root of these malpractices, that is, the theory research is far behindof the practice; the social intermediary organizations are weak; the interests of all parties isimbalanced; the legislation of the higher education evaluation is not sound.Finally, the paper proposes the strategies in response to the improvement of higher educationevaluation in the time of popularization of higher education. According to our country’s highereducation development and foreign evaluation models, the paper provides six ways to reform theevaluation of higher education and thus improve the quality of our country’s higher education.First, the government functions should be adjusted and the macro control should be reinforced.Second, the legal system of higher education should be accelerated. Third, the method andtechnique of evaluation of higher education should be explored. Fourth, the independent agencyshould be cultivated. Fifth, the evaluation of the universities should be classified. Sixth, thefinancial allocation and evaluation results should be combined for better efficiency in the use offunds. The six aspects of the proposal will be of help to enhance the efficiency and evaluationsystem of higher education in China. The paper is of reference value to the enhancement andimprovement of the higher education evaluation in China.
