ObjectiveOur higher education now developing from elite education to mass education, the higher educational evaluation has become an indispensable powerfully part of the higher education. The first five-year higher education evaluation on teaching quality (shortened to evaluation hereafter) of undergraduate course, which is a major reform of Chinese higher education evaluation, the ultimate purpose of this evaluation is that to improve the quality of undergraduate teaching. This evaluation has made great achievements. At the same time, according to the first level evaluation of undergraduate teaching quality, we also need to draw experiences and find out the shortcomings, keep on practicing and questing, and improve the quality of teaching in higher education evaluation mechanism, Including: universities and colleges are guided to clarify the main mind of the school, to improve managerial condition, to strengthen education management, to keep on doing the education reform, to improve teaching quality, to make and develop distinctive style on school-running. Generally speaking, the achievements of the evaluation are a significant, but there also be some problems need to be solved radically, the fundamental evaluation scheme and the scientific of evaluation index system have to be further strengthened too. In order to perfect the higher education evaluation mechanism of teaching quality, the government needs to reduce the administrative intervention, strengthen the guidance of social assessment, Colleges and universities should improve the quality of undergraduate teaching in schools, build self-assessment systems, achieve real-time monitoring evaluation system on internal evaluation of teaching quality. As to the society, it required further standardize appraisal on agency, making assessment institutions to get higher social degree of recognition on assessment results.Implementing a classification review is becoming an international a new hot spots of evaluation of higher education. the evaluation mechanism in The United States, Britain and France are different from each other, but the main idea in higher education evaluation methods are based on the classification review. QAA in Britain and COPA in the United States represent a more authoritative evaluation of higher education organizations, government departments in most countries are also ongoing reforms on the basis of its evaluation system, in order to meet the development of higher education.Ministry of Education, issued the document "A number of opinions on Further Deepening of the Reform of Undergraduate Education to improve the quality of teaching" on February 27,2007, which sought to strengthen the teaching evaluation, establish and guaranteed long-term mechanism to improve the quality of teaching. This shows that the improvement of higher education teaching evaluation mechanism is not only to improve the evaluation index system, but the main thing is to be able to build a long-term mechanism to protect the quality of teaching, lead colleges and universities to pass the educational evaluation, to improve their school conditions, and jointly promote the higher education develop healthy.The research was belonged to Guangdong educational department applied by the chief of the department of research and evaluation of higher education and Hui Shangguan who is my tutor, which is based on evaluation on colleges and universities under the management of Guangdong government, affirms the achievements of the assessment, in-depth analysis of problems in the evaluation, and focuses on the government, university and society from the three aspects of higher education making effective effort to improve teaching quality evaluation system of higher education.Objects and methodsThis research used group sampling method to choose the subject investigated which including 15 universities and colleges in Guangdong province which are on attachment to Guangdong education department; responders are school leaders, department leaders, school authorities' management personnel, teachers and students. At the same time, the research mission went to five universities randomly to do the field surveys, collecting the suggestions from the school leaders who take charge of teaching, the dean of studies, the dean of the evaluation office and representatives of teachers, students, interviewing some representatives of education evaluation experts on the personal.In the present study, we used a series of methods to collect the information of the first level evaluation of undergraduate course teaching quality, which mainly include document retrieval, questionnaire survey and on-the-spot investigation. According to the data, we used software SPSS 13.0 to do the simple describe statistical analysis. Results On Survey1. The statistical analysis on questionnaire survey. The valuation is very necessary in generally.Of which 73% of people think that the evaluation standardized the teaching process, but it needs reform. With 75.7% of people believe that evaluation index system is scientific, more in line with the laws of teaching, but still need to improve.54.2% thought that local schools generally consistent with the actual situation in school, but features less obviously. With 58.9% of people think that the evaluation results is less credibility.With 68.6% of people think that by the evaluation results to the school division level in line with the actual situation. To the reform and development of the evaluation,63.2% of people think that evaluation should be continued, after the improvement of the evaluation system and method.In the survey of the specific recommendations of evaluation,61.1% of people think that the institutions should be based on different types to design evaluation system, and 55.9% of people think that the institutions should be based on different levels to design evaluation system, and 46.1% of people think that we should reduction or elimination of administrative intervention, preferred the academic organizations or assessment and accreditation on major agencies involved in evaluation. According to specific recommendations to improve the quality of teaching, there are 65.1% of people recommended strict entry qualifications of teachers, improving the treatment of teachers, improve teacher quality, with 55.8% of people think that we should increase education funding, with 55.4% of people think that policy guidance should be used to fundamentally deal with the relationship between teaching and research. The negative effect of the evaluation focus on three items. There are 54.9% of people think that evaluation contributes to fraud wind to illustrate; 52.5% of people considered the evaluation increased the load of teachers and managers, which broke the former order of schools; with 62.6% of people considered the evaluation increased the load of allocation.2. Study analysis of specific commendations of open-ended questions and observations in the schools. Within the school building of the proposed security mechanisms:relatively solid evaluation of effective rules and regulations, establish and improve the teaching quality assurance and evaluation of school institutions.3.Comparative analysis of international higher education evaluation system.â‘ Evaluation system comparison:France, mainly in the government dominated by a unified evaluation model; UK's higher education evaluation is combined an internal evaluation (College of internal quality assurance system) and external evaluation (Higher Education Quality Assurance Agency evaluation) evaluation of higher education in the United States depends on the evaluation institutions of higher education in the community; China's higher education evaluation is based on government-led, educational and administrative sector organizations assessed.;â‘¡Comparison of evaluation methods:the United States separate the assessment and the accreditation by different rating agencies implemented; Japan set up a university evaluation which before it is set up and the quality evaluation to universities. To confirm the achievement in the first level evaluation of undergraduate teaching quality:universities and colleges find out their main mind of the school, make clear the develop direction of the school; "focus on the quality of teaching, emphasis on scientific research" mode is settled and improved in universities and colleges; teaching conditions are relatively improved obviously, sharing range of teaching resource got further expanded; ascend the collective sense of honor, strengthened the communication among schools; prompt schools to do normal self-evaluation; deepened the reform of teaching quality gradually.2. Approach the problems which must be solved on Chinese higher education evaluation of teaching quality:The evaluation index system is too simplex to cover all the kinds of schools, besides, and evaluation framework is almost the same. The subject of the assessment is the government, and there is no social institution joined into the evaluation. Universities and colleges pay too much attention to the result of the evaluation, neglect the process of the evaluation, Encourages the action of practicing fraud, which impact the justification of the assessment results, Increased the burden of school's daily administration, increasing the pressure of teachers and students.3. Give forward concrete five suggestions on how to develop Chinese higher education evaluation:Subject of evaluation should be changed from government to social agencies and schools, it's more effectively to take over "the assessment and accreditation on major" than the comprehensive evaluation, Higher education evaluation should focus on "assessment and accreditation on major", The precondition on the implementation of "the assessment and accreditation on major" is to regulate the professional name; Evaluation indexes could be changed from "all-in-one-card" to "special card", The former "One Card" type of indicator system is narrow covered, "special card" can do a strong feasibility; evaluation method could be changed from a five-cycle to random spot, To strengthen the new "assessment and accreditation on major" to colleges and universities, which established a three-year a random sample; The level of the evaluation could be changed from four levels to two levels including "qualified" and "unqualified".Features and innovationFirst, this study is the first large sample sampling survey for the effect of the first level evaluation of undergraduate teaching quality, which supply the first-hand data to the development situation on the evaluation of Chinese higher education. Secondly, this research chose 15 university to be the object of the survey, did field survey in five universities, drew the experiences from the higher education evaluation system of the developed countries, summing up the situation and the problems exist in the higher education evaluation, and advances some concrete suggestions like "five changes ".One of the innovations is that propose the theory "universities and colleges are also the subject of evaluation", the interrelated article published on country's excellent magazines of humanities and social sciences category. The other innovation is to propose that combine the evaluation of teaching quality, assessment of major and accreditation on major to "the assessment and accreditation on major", of which made simplified explaination.
