DEA Analysis In The Validity Evaluation Of Higher Education In China

Since2003, Data Envelopment Analysis (DEA) has been widely applied to thevalidity evaluation of higher education in China. However, these evaluations varyenormously in results. Based on the evaluation principles and application conditionsof DEA, a preliminary analysis is carried out concerning sixteen domesticdissertations on validity evaluation of higher education. The analysis result shows thatthe wide discrepancies in the evaluation results have the following three apparentcauses. First, the comparability of DMU (Decision Making Unit) is violated in manyof these dissertations. Putting the different categories of universities,colleges anduniversities in different regions along together for comparison. Such compared resultscan not be provide scientific guidance for the sound development of higher education,and the results of the evaluation would be unsatisfactory because they are thedifferent categories universities(such as Normal and polytechnic classes),and it canarouse objections easily. Second, some of the input-output evaluating indicatorsystems are ambiguously designed and even the input-output variables are setincorrectly. Some studies did not analyze the indicators that contained each other.Third, the involved indicators are too many to meet the requirement on thequantitative relationship between the indicators and the DMU to be evaluated.(4)literature is inconsistent with the subject content. there are content inconsistenciesand the language barrier, and the logic is wrong and even low-level citation errors.Some of the literature has not addressed the improvement measures analysis of theliterature, the scholars unconvincing. Besides, there is also a relatively underlyingcause all the researches in these dissertations are carried out independently andthe subsequent researches seldom refer to the previous ones. This can be reflectedfrom different selected indicators of the scholars. DEA method applied in strictaccordance with the conditions and principles for selecting China twenty985Comprehensive university as a decision unit, to determine the adequate representationof Chinese higher education investment "human, financial, material," the teachingstaff, science and technology funds and library collections as input indicators, todetermine the best evidence that the output of China’s higher education and nationalpublications published abroad as output indicators, the empirical analysis. Therefore, without inheritance and improvement, it’s hard to achieve academic progress anddevelopment.For the domestic twenty985Comprehensive Empirical Analysis of theeffectiveness of university results: Shanghai Jiaotong University, Nanjing University,Renmin University of China, Xiamen University and other four universities as DEAefficient, at the stage of constant returns to scale; Peking University, Fudan Universityand other colleges and universities for the remaining16DEA is invalid, or is in thestage of increasing returns to scale, or in a stage of diminishing returns to scale.Papers innovation and features are mainly:First, It can provide a good future scientific and effective and valuable ideas forthe development of higher education in China that were evaluated.Second, helping to get rid evaluate the effectiveness of China’s higher educationthere is a huge difference between DEA evaluation and assessment results of thechaotic situation.Third, It is conducive for future scholars to study the effectiveness of China’shigher education to build a more scientific, reasonable and effective index system.Fourth, this article will deepen in the future higher education in China Based onDEA to evaluate the effectiveness of the decision-making unit and the relationshipbetween the number of indicators to guide future research scholars more accuratelygrasp the higher education in China Based on DEA to evaluate the effectiveness ofcorrectness.Fifth, evaluation provides an intuitive ideas and processes from an empiricalpoint of analysis.
