The Integration Strategy Research On The Career Information Platform Of The College Graduates Based On Stakeholders Theory

College graduates are precious human resources in our country. In recentyears， with the rising number of the graduates，the employment of collegegraduates has gradually become a social problem. Of course，there are manyreasons for the difficulty of graduates’ employment，such as the defects of thecurrent mode of well-educated talents training and the mechanism ofemployment，and the different expected value between the graduates andcompanies in the recruitment process. But a very important reason is that thecurrent graduates employment market exists serious information asymmetryproblem. To solve the employment information asymmetry，we need tocontinuously improve the construction of college graduates employmentinformation platform，integrating the supply-demand information ofemployment for both sides.As the important part of the public service，the college graduatesemployment information platform plays an important role in safeguarding theoptimization allocation of human resources and the promotion of employment. The current situation is that the present public employment service institutionsexist " A situation of tripartite confrontation" pattern，the informatization level isrelatively low，the problem of isolated information resources is still serious，andthe all-round employment service system has not build yet. All these partlyreflect that various stakeholders consider only the interests of their respectivedepartments or individual benefit，do not form resultant force，so as to realizethe common governance，to promote the full employment of College graduates.The Study of integration strategy for college graduates employmentinformation platform is inseparable from the stakeholders’ definition andanalysis. In the process of the integration of the college graduates employmentinformation platform，the primary stakeholders are the employer，students，government，all levels of personnel service agencies (including the talentcenter，agency and the college graduates employment guidance center) and theuniversities，secondary stakeholders are the families of the graduates and thepublic. Although various stakeholders have their own demands for theemployment information platform，construction of a college graduatesemployment information platform which including the functions of theinformation collection，integration，analysis，release and control，is not only akind of governement functions，but also is the common goals of variousstakeholders. To realize the effective integration of the college graduatesemployment information platform，we must take into account the interests of allstakeholders. for the integration and development of the information platform，we should focus on solving two problems：one is by building and perfecting thesystem and the machanism，taking the government hierarchy system as the basicsystem guarantee，constructing a coordination mechanism including transversesections and longitudinal body，which is from central to local，each doing his own job，promoting the integration and improvement of the employmentinformation platform；the other is for the main stakeholders in the integration ofthe employment information platform—government，all levels of personnelservice agencies. The share of information among all the horizontal functionaldepartments and all-level organizations will be realized. we should achieve theshared information resources，lateral，longitudinal， among the functions ofdifferent levels.The integration strategy research of the college graduates employmentinformation platform，will bring help，not only for the graduats to realize theinformation sharing and interaction，reduce cost，improve the success rate of jobseekers，but also for the employer to reduce recruitment cost and the humancapital investment，and improve recruitment efficiency.
