In the lifelong education and the sharing of resources of the society, the need for a formal specification of the network education resources to meet the needs of different learners in different periods of different aspects of learning needs. Background the open educational resources, sharing of course emerge as the times require our excellent resources, resources construction is like a raging fire of course sharing quality resources. The construction purpose of national quality resource sharing course is to promote the change of teaching concept, reforming teaching contents and teaching methods, in order to promote the construction of high-quality teaching resources in Colleges and universities sharing, which service for the construction of learning type society. In the beginning of construction course, each school of resource organization and construction have different ways of sharing resources, national excellent course construction requirements also have different understanding. Researching on resource organization and construction will help improve resource construction, which is scientific and standardized.
