By the end of 2007, Minimum Living Standard Scheme (MLSS) had been implemented throughout China, and nearly 27 million low-income families had been provided with relief. MLSS not only plays a role as a final social safety net, but also affects the distribution of income for residents as a transfer payment system.The focus of this paper is just to study that whether the MLSS redistribution mechanisms is reasonable and effective and whether the MLSS narrowed Chinese income inequality.This article is divided into five parts:The first part is the preface, on the basis of the relevant policy and implementation,this part first proposed the reseaching background,significance and research issues,secondly,pointed out the reseaching method of combining theoretical and practical;thirdly,leaded to the whole idea of writing this article and logical structure.The second part reviews the history of MLSS, based on the statement of the current status of academic research, the writer pointed out the current existed reseaching gaps.The third part is about the reseach of the redistribution mechanisms of MLSS,namely, the screening system of urban low procedural issues.The fourth part is the effect of redistribution mechanisms, but also the core of the article. This section discussed the relationship of MLSS and income disparity.The fifth part is the end of this paper, based on the above analysis, put forward some policy recommendations.
