Public welfare is the pursuit of after school education. In policy areas, the change in afterschool education policy not only will affect the development of practice of afterschool education, but also by practice of afterschool and social. Understanding of interaction between discourse of afterschool education policy and social practice helps us understand public welfare of afterschool education clearly. thus contributing to public welfare development of afterschool education. So, what are the characteristics of the policy change about afterschool education of public welfare? How to construct each other about these discourses between social practice and afterschool educational practice? Through the study of the concept about public welfare as well as afterschool education policy, combined with the development of school education practice, I try to draw some meaningful conclusions.The method of this thesis is based on "three dimensions of discourse analysis" of Fairclough. Through this method I analysis four dimensions about public welfare in the policy of afterschool education. These four dimensions are the discourse of public welfare power factor, the discourse of public welfare subject factor, the discourse of public welfare object factor, the discourse of public welfare strategic factor.Finally reach the research conclusion as follows:China’s public welfare discourse in afterschool education policy change Isomorphic with social development. The change of afterschool education policy’s discourse has four characteristics:in the aspect of host object it change from homogeneity to heterogeneity; In the aspect of beneficiaries it change from focus on national interests to awareness personal interests; In the aspect of activities it change from single to multi-; In the aspect of the way to enjoy benefit it becomes more convenient. Meanwhile, The reason of China’s public welfare discourse in afterschool education policy changes are mainly four:the improve of the political system, The intervention of the market factors. The prosperity of socialist culture. The system improvement of the way to entrance school.
