The Twelfth Five-Year Guideline states: upholding the strategy of expanding domesticdemand, maintaining steady and rapid economic development, speeding up the construction of aresource-saving and environment-friendly society.Tertiary industry as an important part of thewhole industry, has irreplaceable advantages. It can not only promote the development of the firstand the second industry, improve the system of the social market economy, but also to increaseemployment, improve people’s living standards, expand domestic demand. In order to complywith national policy, we must vigorously develop the tertiary industry. In recent years, the sportsindustry as part of the tertiary industry develops rapidly. It not only stimulates the development oftertiary industry, but also has a subtle influence to the Chinese sports culture, policy and economy.The ice-snow sports industry is an emerging industry. With the growing popularity anddevelopment of the ice-snow sports, the enthusiast is growing. Especially in the Northeast region,the ice-snow sports industry is regarded as a characteristic industry. So it gets more and moreattention from the government and its leading role to the local economy becomes even moreobvious.Jilin province where has excellent geographical and climatic conditions, and good ice-snowsports culture, can provide unique advantage conditions for the development of the ice-snowsports industry.However, compared with the other provinces of the Northeast, as well as otherice-snow developed countries and regions, the development of the ice-snow sports industry in Jilinprovince is relatively backward, low-income, less contributions to the provincial GDP. Even moreimportant is that it severely destroys the ecology and the environment in its development process,and leads to the problems of unsustainable development. Therefore, how to exploit our naturaladvantages to accelerate the sustainable development of the ice-snow sports industry in Jilinprovince, and play its leading role in the local economy is the topic we need to explore in depth.Firstly, on the basis of the existing literature, the author analysis the relevant concepts and China’sindustrial structure, and summarizes the importance and urgency of the sustainable developmentof the ice-snow sports industry; Secondly, comparing of relevant research, I found that exploringhow to promote the development of the ice-snow sports industry in Jilin province in theperspective of sustainable development, is the weak link of the theoretical research. Thirdly, the author analysis the development status of the ice-snow sports industry in Jilin province, sums upthree problems in its sustainable development, that is,low economic efficiency; ecologicalimbalance; inadequate environmental protection. Finally, the paper summarizes the policies of theGreen Olympics, as well as other developed countries and regions. Then on the basis of theinvestigation, I propose the strategy for sustainable development of the ice-snow sports industry inJilin province.The specific conclusions of this paper are as follows:(1) The core of the sustainabledevelopment of the ice-snow sports industry is to improve the economic efficiency of theice-snow sports industry, and to ensure the sustainable use of resources;(2) The sustainabledevelopment of the ice-snow sports industry in Jilin province is refers to the Coordinateddevelopment of the economic efficiency with the eco-efficiency and the environmental protection.They are a closely related system;(3) The reason why the economic efficiency of the ice-snowsports industry is so low is that the low level of consumption, the weakness of the policy, and theirrational industrial structure.
