Driving the modernization of education by Educational information has become the strategic choice of educational development in China. In the whole of Basic Educational Information Construction, the base is network construction. Access to the Internet and enjoy the services of the information network in primary and secondary school is an inevitable development of basic education information and an indispensable part to promote education reform. Access to the Internet in primary and secondary school is great significance to rich teaching content, sharr of resources, break the space-time limit, and to carry out instant messaging and distance learning. Currently, most of access to the Internet in primary and secondary school is commercial, network access fees have become an important factor to affect the high-speed access to the Internet in primary and secondary school. In addition, the primary and secondary schools can not access to the Internet without the support of policy. The relevant policies decide the trend and direction of the primary and secondary Internet access. Therefore, the Paper researched the Internet access in primary and secondary schools from the view of Internet access fees and policies, to do meaningful exploration for the popular of the access to the Internet in primary and secondary schools.This Paper mainly uses the methods of field research and literature, make a survey of the level of Internet access fees in primary and secondary. Schools by a questionnaire. Get access to a large number of reports and policies of domestic and foreign educational information, translate many articles about foreign literature, the original bill. In this study, the author proposes policy recommendations for universal access to the Internet in primary and secondary schools in China by comparative study between China and the United States in terms of the supported policy about access to the Internet in primary and secondary schools. This Paper is divided into six chapters: The first chapter describes the background and significance of this topic, ideas and methods of this research,as well as the current situation about this research. In chapter two, analyze the deficiencies of China’s Internet access in primary and secondary sdhools by contrasting the current situation between China and the United States in Internet access. After defining the current development of China’s Internet access in primary and secondary schools, the third chapter summaries the problems of the Internet access fees of China’s primary and secondary schools by investigating the costs of Internet access and information technology funding in primary and secondary schools. From the policy-oriented, Chapter IV makes a research between China and the United States on a series of policies to support Internet access in primary and secondary schools, especially focus on E-Rate program which has significant effect on the basic educational information in U.S. For the current problems of Internet access in China’s primary and secondary schools, in Chapter V, the author provided some proposal about universal access to the Internet in primary and secondary schools in China and reducing the cost of Internet access,combing with the relevant policies of universal access to the Internet in primary and secondary schools. Chapter VI made summarizing for the whole text, and pointed out the shortcomings in this research and recommendations for improvement.The innovation of this paper is embodied that make research of Internet access in primary and secondary schools in a completely new perspective, and made a survey of the Internet access fees in primary and secondary schools, obtainned a large number of actual data, provided an empirical research. for the study of Internet access in primary and secondary schools.
