Since the nineteen eighties, the competition between countries appears as thecompetition of economy and comprehensive national power. This is actually the competitionof high-tech and education, in the final analysis,it is the competition of talents. Basiceducation plays a vital and foundational role in one’s growing-up and development. Englishis one of the subjects in the basic education, the most widely used language in modern life ofall areas and one of the most important information media, the importance of which isbecoming more and more outstanding. Modern education requires developing and improvingstudents’ comprehensive quality and all round development, emphasizing full display of thepersonality of students. As one of the most important parts of quality education to citizens,English is a tool and bridge in international communication and one of the important meansof subsistence in the fierce competition in the society.However, the general existence of polarization phenomenon in English learning in juniormiddle school students becomes more and more serious, and the age of the students appearsto be smaller and smaller, the proportion is larger and larger as well. The education ofstudents with learning difficulties in quality education has become a major problem in theworld of mutual exchanges.Based on humanism, constructivism and multiple intelligence theory, throughobservation, questionnaire, interview and my 20years’teaching experiences,the authorhas found the main reasons of the formation of the underachievers : (1) External causes:family, social, living environment; causes in teacher’s education process; the reasons ofsubject characteristics. (2)Internal reasons: including lack of intrinsic motivation; lack ofwillpower, good learning habits and effective learning strategies.In this paper the author puts forwards some transformation countermeasures which hasalso been experimented: To help the students to overcome the psychological barrier andestablish confidence; To cultivate the students’ good learning habits and scientific learningmethods; Cooperative learning in groups combining with layered counseling; Cultivation ofstudents’ autonomous learning ability; Improving the evaluation methods and teacher’steaching level; Respecting students and establishing the harmonious relationship betweenII teachers and students.Through the study, we found most of the students with learning difficulties can betransformed. However, they are formed for different reasons, so the conversion means shouldbe different and the transformation effect of various types of students with learningdifficulties is also different. Transforming students with learning difficulties is a long andarduous work, and its repeatability needs teachers’ great love, care and patience. The reasonsof underachievers’formation are diverse, so the conversion strategies should also be varietyand it needs the joint efforts of all aspects including teachers, school, family and the society.
