Study On The Social Security System Of The Rural Teachers In Jiangxi Province

With the development of social and economic levels, while the government and the community focus on rural education, the rural education continued to move forward. On the improvement of teaching facilities in rural schools, the improvement of teaching quality, tuition and fee exemptions, subsidies for rural students, the construction of student dormitories and student per capita funding for security and so on, the government has made some achievements. However, in addressing the uneven development of education in urban and rural areas, the government introduced a series of policy measures, rarely mentioned the construction of the social security system for the rural teachers, the rural teachers’ welfare is often neglected. The largest one of the uneven development of basic education is the imbalance of the number of urban and rural teachers. Imperfect social security system of the rural teachers will affect the stability of rural teachers, lead to the outstanding teachers to leave the rural schools, and also restrict the development of rural education. These make the construction of rural teachers face further difficulties, Because the current status quo are that the aging of the rural teachers, the total number of teachers is not enough, the distribution of subject teachers unreasonable and the overall quality is poor. In recent years the government has gradually taken a number of measures aimed at protecting the interests of teachers in rural areas, but these measures are far from meeting the basic needs of rural teachers, rural teachers posts are not attractive enough. The current social security system for rural teachers cannot play a good role in safeguarding the rural teachers.In addition, rural teachers in difficult conditions, working conscientiously and having fulfill their duties, have made a significant contribution for China’s rural education. On China’s economic development, a large part of the implicit income from basic education investment in human resources. At the same time, academia agreed with this view. The rural teachers are still not properly rewarded and with the contribution of their benefits are disproportionate. Therefore, improving the rural teachers’social security system to protect their interests, is of great significance to meet their basic needs, strengthen the stability of rural teachers, supplement the rural teachers, and promote the balanced development of urban and rural education.In this paper, by the salary guarantee, occupation security, housing guarantee of social security structure of the teachers, teachers’ social security function is analyzed, the basic theory of teachers’ social security is described. The rural teachers social security system for rural teacher team construction and the reasonable distribution of urban and rural teachers has an important role, which is theoretically analyzed. This study aims to solve the current problems of the rural teachers social security system in Jiangxi province. The analysis of the status quo is conducive to a better understanding of the problems. Based on these the study can be better carried out. So, firstly, the construction of rural teachers in Jiangxi Province and its problems are analyzed. Secondly, the rural teachers’ social security system in Jiangxi Province is discussed. Thirdly, the comprehensive analysis of the results of surveys and studies of the social security status of rural teachers in Dayu County is specifically executed. Finally, the construction of rural teachers team in Jiangxi province, the present situation of its social security system and the existing problems are synthetically summarized. Also a broad horizon is also conducive to the study of the special topic. So this paper has a discussion on how the developed countries and in other parts of China of rural teachers in social security construction experience. Then the experience is summarized, which is helpful to perfect rural teachers’social security system in our province. At the end of this article, based on these aspects,which are the rural teachers’ salary guarantee, the professional security, the housing safeguard and the recruitment preferential policies, the recommendations to improve the social security system of rural teachers in Jiangxi Province have been proposed.
