Reasearch On Building The "Relying Mainly On Province" Teachers' Salary Guarantee Mechanism Of The Rural Schools For Compulsory Education

The balanced development of the compulsory education has become the strategic policy of education development established by our Party and State in the new historical period. From the view of the balanced education development, only by raising teachers' treatment in the rural areas and poor areas, the outstanding teachers can be attracted and retained, which can also provide long-term guarantee to narrow the gap between the urban and rural compulsory education. So, how to improve teachers'salary of the rural schools for compulsory education? This paper made a complete and thorough analysis on this problem, which was on the basis of previous studies and combined with our survey. In order to improve the teachers'salary in rural schools for compulsory education, the key is to build a salary security mechanism of "relying mainly on province", which makes the provincial government become the major fiscal responsibility undertaker to guarantee teachers'salary of the rural schools for compulsory education.According to the above logic thinking, the full text is divided into five parts as following:The first introduction part determined the research question of the paper and stated the research purpose and significance, which also made a deep analysis on the research status of the teachers'salary guarantee mechanism of the rural compulsory teachers and confirmed the research methods and the basic research ideas.The second part emphatically defined the related concept of the "relying mainly on province" teachers'salary guarantee mechanism in rural compulsory schools. As in order to build this mechanism, we must first find out its meaning.The third part sufficiently discussed why we should apply this mechanism and the reason that the provincial government should become the major fiscal responsibility undertaker to guarantee teachers'salary of the rural schools for compulsory education.The fourth part gave an adequate account on the feasibility of this mechanism according to the investigation and research in Jiangxi province and its subordinate city Fenyi and Taihe, which also took the successful experience of other countries for reference.The fifth part proposed the specific countermeasures to build the mechanism, which combined with the realistic situation and learned from successful basic education experience of other countries.
