Research On China's Social Security System In Rural Area

Social security, as a kind of social system, is the important security machanism for sound motion and harmonious development of the society. China's social security system, developing for over fifty years , has played an important role in securing individual development of social members and social integration and development. However, Chinese government has focused on social security construction of the cities, which leads to the slower development and deficiency of that in rural area. If the unbalanced situation goes on, the harmonious development of Chinese society will be hindered seriously. Therefore, it is necessary for us to innovate the social security system in rural area, in order that people in rural area are supplied with the better social security.the paper is divided into four sections. The first section introduces the social security in rural area is generated from the background of dual economic and social structure of China, and goes through two stages— collective security and social security system innovation. The second section analyzes the main problems of social security system in rural area, and explores the causes from the angle of sociology. The third section proposes the social security system in rural area is innovated in such principles as insisting on fairness, classifying security objectives, plural security patterns and prior legislation. The innovated social security system in rural area mainly includes four items, namely social relief, health security, the old-age security and migrant workers social security . The fourth section is the most important . It analyzes the current situation and existing problems of the above-mentioned items, and proposes the following suggestion—combining traditional social relief and social welfare system in rural area together, drawing the theory of social exclusion and poverty culture to social relief system innovation, efficient and comprehensive social assistance in rural area builds the minimum living system as the main body, coordinating education...
