When Comrade Hu Jintao talked about new requirements for attaining the goal of building a moderately prosperous society in all respects in the report to the Seventeenth National Congress of the Communist Party of China (CPC), he clearly stated the objective of promoting a conservation culture for the first time. Since then, promoting a conservation culture has been booming in the whole society. Taking into account the reality that China is in the primary stage of socialism,The CPC Central Committee with Comrade Hu Jintao as general secretary put forward Chinese Marxism theory—Scientific Outlook on Development. On the basis of the profound reflection of the world’s traditional concept of development, The Scientific Outlook on Development means coordinating the relations between man and nature and promoting harmony between man and nature, man and society. This has far-reaching theoretical guidance for the colleges and universities that are building a harmonious society and promoting a conservation culture.Having known this, experts and scholars in universities put forward promoting a conservation culture with Chinese characteristics.They have done a lot of research in analyzing the background, theoretical sources and the path choice of the construction of university conservation culture. From the present situation of the construction of university conservation culture, the experts and scholars analyze the causes and find solutions to this problem in order to strengthen the education of college students and enhance their awareness of conservation,which has contributed greatly to the comprehensive development of various colleges and universities. However, on some issues, there still exist some limitations. For example, when the experts and scholars reveal the problems of the present situation of university conservation, they always just name a few ones, such as weak awareness of conservation, serious waste and unreasonable consumer attitudes etc.These ideas lack systematical research and rational analysis. Therefore, the solutions they come up with are always stereotyped and they are unable to propose targeted and creative suggestions to promote university conservation.In response to this phenomenon, my thesis focuses on the theme of promoting university conservation. I am going to analyze the practical measures in three parts;First, I will introduce why a conservation culture was put forward and its scientific connotation. I have made a deep research in the following special four aspects:The basic point of view of Marx, Engels on conservation, our Party’s political views on promoting a conservation culture,the idea of conservation in Scientific Outlook on Development and how to promote university conservation culture, which can become theoretical support for the university conservation.Second, I am going to analyze deeply the present situation of university conservation and the causes of the problem. After investigation and research, my paper outlines the current status of the conservation. For the causes of existing problems, I expect to be able to prescribe the right medicine and put forward targeted solutions to the problems.Last, I will find effective methods of promoting university conservation culture under the guidance of Scientific Outlook on Development. In order to provide some practical guidance for building an ecological campus, I put forward a series of effective measures in four main aspects:focusing on promoting the development of universities, taking into account the ecological balance, dealing with population, resources, and environmental issues; accelerating the reform of higher education system and building ecological education courses; improving the legal system support of conservation and building coordination mechanism and public participation mechanism; adhering to the requirements of sustainable development, increasing campus publicity,promoting low-carbon lifestyle and enhancing awareness of ecological civilization.
