This paper is mainly research the universities credit charge system reform under theeducation cost theory.With the scale of the college expensed, the college fund is always the bottleneck ofrestricting in the development of the college. School funds tension becomes a problemtroubled universities of China, especially local university. So the universities must considerthe teaching cost problems, especially with the reform of credit system gradually deep, thecredit system of tuition fees has also had the bigger changes. Through the credit chargesystem reform, the mainly reason is to make the colleges think about the tuition from the viewpoint of college costs, break the fuzziness of analysis of the cost of university, clearing thetuition and the relationship of the cost, and at the same time let the universities be anindependent legal person thinking how to manage the college effectively and produce a seriesinfluences in the educational system reforms.This paper analyzes using the questionnaire, interview survey, and literature analysis.Based on the practice, from the survey and Chinese colleges credit history of the charge, sumsup the experience of Chinese universities credit charge. These are: through the tuition for thenational education embodies the compensation of the funds and shares; countries is expandedthe autonomy gradually, provides policy rationality and legitimacy for the universitiesaccounting their own cost; credit cost implementation colleges provide some experiences forreferences. At the same time, analysis the present problems in the system of charge credit ofuniversities. These problems are: confusing the concepts of education cost sharing costs and"learning costs"; the tuition formulation and collection of colleges standard are restricted bythe local administrative department and college haven’t independent pricing; college costsconsciousness is thin; the students lack the concept of learning cost; universities managementis still the management of the school year. From the education cost theory, this paperexpounds the basic ideas of education costs and the basic problems, probes the relationshipbetween education charge and the cost, set up a price relationship between the credits andtuition, analyze value of college credit charges of the cost of education. It’s reflected in themanagement mode of the university, respected students’ choices, teaching management,course on the dynamic and considered the needs of the market. At the last, put some suggestions according to the credit system construction in the universities charge. These are:break the mode of the welfare system of universities depending on the government operation;clear the cost accounting of college education, establishing reasonable credit chargingstandards; enhance the competitiveness of colleges with the orientation of market, adoptdiversified universities charge system, reflect differences between them and so on.The paper mainly divided into four parts. Section1introduced the reason for the subject,the research purpose and meaning, the related research literature review, the research ideasand methods. Section2part through the literature review and investigation, probes the credithistory of charge system for, investigate and research the present situation of credit in ourcollege charge system, analyze the charge experiences and problems. Section3from thetheoretical level, using education cost theory analyze the college credit charge system,discussion the credit charge and education cost, analyze the value of the system of tuition feesunder the theory of college credits. Section4advise measures to the college credits theconstruction and innovation of tuition fees.
