With the development of compulsory education, the management measures of compulsory education arbitrary charges are born with it. Arbitrary charges aggravate the economic burden of the families,lead to poor families’children can not receive compulsory education.In addition, this phenomenon also overshadows the commonweal and free characteristic of compulsory education and acts against the compulsory education’s primary purpose.Considering so many negative impacts,arbitrary charges must be stopped.In fact,there are many management measures of compulsory education arbitrary charges,but it still not works.Its reasons are various.,such as inadequate educational investment,unbalanced educational resources,administrative omission and so on.We usually pay attention to the above problems, ignore the policy behind these phenomena.Policy itself is normative or not, is beneficial to solve problems or not.These factors are concerened with the implementary effects of the policy.The purpose of analysis of the policy is to check the policy is good or not.This research try to analyse the policy of preventing arbitrary charges, find out the problems of policy how to effect practice, proposal for these problems.Through the analysis of six representative policies,the problems of the policy of compulsory education arbitrary charges is reflected in three aspects:values orientation, executive system,supervisory system.In the aspect of value orientation,financial disclosure is not comprehensive,lack of the independent financial regulatory system,the bidding of service subjects exists corrupt practice;In the aspect of executive system,the division of work and responsibilities are not clear,the purpose of policy is lack of feasility;In the aspect of supervisory system,supervision ways and means is poor.To solve these problems,the last part of this research put forward the suggestion.The suggestion have four aspects,such as value orientation must observe the principles of fairness,openness,science;The division of work and responsibilities must be clear,the purpose of policy should be enforceable and realizable;Supervision ways and means should expand.Besides, after the policy is published,a feedback system should be built.
