With the progress of society, it has raised new expectations for teaching values and behavior of theprimary and secondary teachers. Because of its large population, our country has large demand for basiceducation. Basing on in-service training, in order to meet its demand of manpower, it is an importantproblem that how to improve teachers quality of the primary and secondary schools. In China, thein-service training for primary and secondary schools has just started. In practice, it has had such problemsas lack of training effectiveness, sole training mode, and lack of training funds, etc. However, basing onlong time development, in the U.S., the training for primary and secondary teachers has achieved somesuccess, and it could provide experience and measurements for in-service training in China. On the basis ofresearch of in-service training practice for primary and secondary teachers in the U.S., the dissertation notonly introspected the problems of in-service training in China, but also proposed some solutions forin-service training of primary and secondary teachers in China.This article is divided into five chapters. The first chapter describes the topics of reason, purpose andmeaning, related research at home and abroad, innovation and inadequacy; The second chapter elaboratesthe summary of the history of primary and secondary school teachers in-service training in the US; Thethird chapter analyzes the experience on objectives, contents, modes, quality assurance systems ofAmerican primary and secondary school teachers in-service training; the fourth chapter reveals theproblems of China’s primary and secondary school teachers in-service training combined with the relatedexperience of US; The fifth chapter proposes the feasible recommendations on building training qualityassurance system from the training objectives, training content, training mode, state laws and policies basedon American related experience.
