Since the 20th century,countries around the world have to reform in-service education system, particularly the reform in the United States, and in-service education of teachers in primary and secondary school made some achievements,since the 21st century, the in-service education of teachers in American are further perfect in training mode, the legal policy of the state and so on, by comparison,in-service education of teachers in our country was still in the stage of exploration and development, there exist such problems as lack of funding, in this paper, and the single training mode. This thesis based on America's in-service education of teachers as the research object, in-service education of teachers' historical development as the main line, research each period of the policy research and the new education pattern,reveals the existing problems, and summarize the experience and characteristics, it hope offer reference for our country's in-service education, promote the n-service education reform and development of our country.This thesis consists of four parts: The first part is introduction, mainly introduce the reason of this topic, the research significance of the study and research status at home and abroad, and define the primary and secondary schools, teachers and in-service education of teachers. The second part is the in-service education of teachers'development period from the post-war ? to 1970s, in the first, briefly summarize in-service education of prewar, then detailed analysis the background, and reveals the development period's in-service education of teachers gradually be taken seriously,but exist the disadvantages that in-service education of teachers separate from the pre-service education, so lay a foundation for the perfection of the in-service-education. The second part is the in-service education of teachers' improvement period from the 1980s to 90s, this period mainly analysis from the in-service education's background, a series of reports of education reform, the typical in-service training plans and results, making the in-service education and pre-service education integrated. The fourth part is the reference and revelation, concrete from establishing in-service education perfection of security system, promoting diversity of the target,strengthening the richness and practical of the content, and building the diversification of pattern,these four aspects provide reference for in-service education's development and perfection in our country.
