Adjustment of school layout is an important part of our long-standing school reformation. In particular, entering into the21st century, the state has promulgated a series of adjustment policies and regulations on school layout, which makes the readjustment of our school become an unprecedented layout, and appears many different stakeholders in the layout of the adjustment process,. This study take Jingbian County for example, through one of the stakeholders-farmers, discuss the farmers’ acceptance of the policy which is the adjustment of school layout.I divide the farmers into different ages, educations and occupations. Through the investigation of farmers’familiar to the adjustment policies of rural school layout, the status of implementation of the adjustment of school layout and the layout of the evaluation of the adjustment policies, I analyze the reasons of farmers’ identity to the school adjustment and layout, and the contradiction between farmers and the government, then I put forward relevant recommendations for the contradictions.The paper firstly describes the article’s topic, research status, study method and object, and discusses in detail the literature review, from1999to2011, on the adjustment of school layout and content according to recent studies,providing insights for this study and according to the deficiencies, I expand the research of this article.Secondly, I study the background of Jingbian County School layout and through the literature method:since the implementation of compulsory education from1986to the present, the adjustment of school layout and policy implementation. Through the analysis of the identity concept, theoretically, I analyze the farmers’ identity of the adjustment of school layout. Based on empirical survey of Jingbian County geographical environment, population, and from2001to2011,the change of rural schools and the number of students, I discuss the conflict of the layout adjustment policies, from the microscopic level.Again, the article combined analysis of the empirical investigation and the implementation of the readjustment of social background, I analyze the root causes of conflict to get to the recommendations to resolve the conflict. The reason caused the farmers’ identity conflict, including the efficiency and fairness in the social context of conflict, and rapid urbanization inconsistent with China’s basic situation, as well as modern and traditional culture conflict which led to the farmers’ recognition conflict to the adjustment of school layout policy. In addition, in the process of policy implementation, the deviation of the value orientation and the value orientation of the policy itself, which lead to conflicts. Finally, the reasons for farmers’ own problems, as a vulnerable group of farmers in the implementation process of the layout adjustment, there is no way to achieve their own interests, there has been the "we can not say" and "people will not listen " phenomenon. This is not only because farmers are vulnerable groups, but also because of their low educational level, leading to little awareness of rights. In today’s market economy, under the impact of farmers’ values change is one reason for farmers’ identity to rural schools layout adjustment.Finally, in conjunction with their theoretical analysis based on empirical investigation, I come to some methods to resolve the Jingbian County farmers’ conflict on the school layout, and hope that this paper can offer some constructive advice for the development of rural education in today’s fast urbanization process in rural areas. It not only needs development, but more importantly is able to retain their unique cultural atmosphere. I also hope that China’s rural education and the rural heritage can have great development.
