The party and the country have always attached with great importance to the ideological and political education, and a lot of manpower, material and financial resources to ensure a stable operation have been put in. However, in recent years, the results achieved by the ideological and political education do not satisfied the mass, and the workers, experts and scholars of ideological and political education have focused on this problem. Thus, how to enhance the effectiveness of the ideological and political education has become an important theoretical topic of ideological and political education. This article is on the basis of previous research results from the historical dimension, value-oriented point of view to explore and study the ideological and political education and the ideological and political education of the poor performance in order to strengthen and improve the current ideological political education. This paper consists four parts:The first part of the preamble, mainly focuses the purpose and significance of this study, and the innovation, use and methods of the research.The second part is both the definition of the basic concepts and an overview of the theory, which is to explain the basic concepts involved in this study as well as relevant to the study of theory, such as the value and orientation of the ideological and political education, and the Marxist school theory, educational theory of value.The third part is the historical development of the educational value from the founding of the P.R.C according to the different historical development of the characteristics of the historical development and which is divided into two periods and a number of small stages to elaborate, and it has described the characteristics of the different stages of value orientation as well.The fourth part is the examination and consideration of the ideological and political education since the founding of the P.R.C. First of all, it starts from the value orientation when the founding of historical facts, and the summary of which contains the law of development. Specific performance:the founding of the early eve of the reform and opening up, ideological and political education is in general great importance to its social value, and after having been tested by the reform and opening up, its value gradually to the direction of people-centered and people-oriented will be the future of the trend of value orientation development of the ideological and political education. Secondly, the development of the value orientation of ideological and political education in the understanding of the laws is on the basis of further understanding and thinking. Recognized that: first, the formation of the different values is determined not only by the social and historical conditions, but also by the unique position of the ideological and political education; Second, under the guidance of the different values, the ideological and political education should be effective; Third, the realization of the value orientation of a variety of ideological and political education is not easy, it has been confronting the impacts and distress from other ideological and political education.
