With the rapid development of modern science and technology, computer, multimedia and network technology as the core of modern science and technology are changing the way of people’s education and learning. Since the1990s, educational Informatization have been started in the world, and rapid spread from the developed to developing countries, setting off a wave of an application of information technology in schools. The use of modern educational technology to improve the quality of teaching and training of qualified workers has become the focus of the reform and development of school education. Many countries have formulated relevant policies of the development of educational technology from the height of the national strategy to encourage the development of educational technology.In the course of development of the theory and practice of educational technology, the United States, as the earliest application and research of educational technology has always been in a leadership position, leading the development trend of the world of educational technology and practice. Since the1990s, the U.S. government began to treat educational technology as a function of government, so that the Ministry of Education set up a special Office of Educational Technology to issue a variety of policies and measures in order to actively develop the educational technology. These policy reports which are not only guide the direction of educational technology development in the United States, but also can provide many experiences for us to learn.Based on documentary research, historical analysis and comparative study, this thesis is a study of U.S. policy and practice of educational technology since the1990s. First, this paper review the development of educational technology policy in the United States since the1990s, trying to outline the overall outline of the U.S. education policy development from a historical perspective; Second, this paper analyses the content and value orientation which the U.S. educational technology policy focuses on since the1990s,in order to explore policy direction of the focusing on content in the U.S. educational technology policy reports; Third, describe the development status of the U.S. educational technology during the k-12stage mainly from the infrastructure, technology integration, teacher training and learning online,with the purpose of understanding clearly American current education technology construction level and future developing trends. Last, Summarize the research conclusions of this thesis according to the front studies.Through systemic research for the texts of the U.S. educational technology policy reports since the1990s, this thesis interprets the developing status and future developing trends of the U.S. educational technology practices, hoping that it is revelatory and beneficial for the development of the theory and practice of educational technology in China.
