Over the years, China has introduced the relevant policies of the turnover of teachers in compulsory education, to guide and encourage the rational flow of compulsory education teachers to support the education of the poor and remote areas and rural areas to transform weak schools. In particular, the local government has formulated policies and take measures to play a regulatory function of the local government, and optimize the structure of compulsory education teachers. All of these, to promote the rational flow and balanced development of compulsory of compulsory education teachers have made unremitting efforts in the compulsory education of school standards, the transformation of weak schools, faculty development, regulate the flow behavior of teachers has made gratifying achievements.However, the system of compulsory education teacher mobility policy, policy implementation and policy oversight, the problem persists, especially compulsory education teachers presents a one-way flow and reverse flow phenomenon, more and more aroused great concern. The emergence of these problems, both social factors and factors of school management, teachers’personal values and personality characteristics and other factors. To solve these problems, the use of literature, policy text analysis and comparative law, to the mobility policy of compulsory education teachers in Hunan Province, anatomical policy objectives, policy evaluation and make policy recommendations.Studies have shown that the compulsory education teacher mobility policy objective is to promote regional balanced development of compulsory optimizing the structure of teachers, regulate the rational flow of teachers, teachers’professional development. Therefore, we must improve the flow of policy measures of compulsory education teachers.First, to strengthen compulsory education teachers’awareness of the mobility policy, the turnover of teachers, assessment of teacher practitioners and obligations of the areas of compulsory education into the school management, the daily behavior of compulsory education as a government.Second, we must improve the compulsory education of teachers in teacher mobility policy system, not only to guide and encourage the rational flow of compulsory education teachers, but also to force the compulsory education teachers must flow to optimize the compulsory education teachers.Third, to improve the enforcement of compulsory education teacher mobility policy, not only the policies according to and more importantly policy must follow the implementation of policies must be strict supervision of policy implementation should be in place.
