Along with our country economic growing and entered the stage of building a well-off society, promoting the balanced development of compulsory education has become a basic concept and strategic choice of development of compulsory education in our country. To realize the balanced development of compulsory education, it is the key to the education quality of the teachers of compulsory education, balanced configuration on the balanced development of compulsory education is of important significance. The teachers in compulsory education equilibrium configuration are the key way of realization of fair education to achieve a balanced development of compulsory education, but also an important measure.This research uses literature research methods, comparative analysis and empirical research method, based on the stage of compulsory education teacher resources allocation on the connotation, analysis of the realization of regional balanced development of compulsory education in the teachers’ resources allocation conditions required. According to the theory of equal education, teacher resource equalization and other related theories, and the present state of the existing teacher resources balanced allocation policy for regional teacher resources balanced provides theoretical support, this paper explored the area of stage of compulsory education the necessity of teachers resources allocation.This research take the allocation situation about teachers’ resource of compulsory education in Hunan province as an example, based on the stage of compulsory education teachers in the province the number of dimensions and the dimensions of quality, summarizes on the problems of teacher resource allocation of compulsory education which mainly reflected in the urban and rural teachers configuration is unreasonable, urban and rural harmonious proportions of backbone teachers, teachers’ degree distribution need to be adjusted, the construction problems in teachers team. the reasons are mainly the development of regional economy restrict teacher resources of compulsory education balanced allocation, education policy on urban and rural teacher resources allocation of compulsory education, teacher management system is not perfect, teacher’s own factors etc..According to the actual situation of compulsory education in Hunan Province, this paper put forward to realize teachers balanced allocation in regional compulsory education, including breaking regional compartmentalization system model for allocation of teacher resources and the establishment of teacher resource sharing system; reform of teachers’ security system and construction of high-quality teachers supplement mechanism; the implementation of rural teacher training system and improving the level of the teachers of compulsory education; the establishment teachers’ flow, exchange mechanism between urban and rural and promoting teachers "allowance" compensation mechanism; optimization of compulsory education evaluation system and established with the characteristics of teachers evaluation system in Hunan.
