Our country's compulsory education has the phenomenon of uneven development and large gaps in the quality of education between schools,and the teacher management method of "school management and school employment" hinders the rational flow of teachers in the region,resulting in insufficient effective balance of teacher resource allocation."Job Rotation" is an innovative measure of teacher management system reform,and it is also an effective strategy to solve the imbalance in the allocation of teachers between different regions and schools.This study is based on the "Job Rotation" policy itself,with a view to constructing a more comprehensive "Job Rotation" policy system.By summarizing and sorting out the main issues of this policy system,from this to the other,step by step,we can introduce policies for other regions.Providing references and opinions can also promote the formulation of national-level policies and laws.By collecting,sorting out and interpreting policy text analysis,education policies,"county management school employment" and other related literature materials,on this basis,we can grasp the current research status of "Job Rotation" in my country,and review the "Job Rotation" On the basis of the definition of the concept of "policy text",combined with the theoretical basis of education fairness and the balanced development of compulsory education,it provides theoretical support for this research.The main content of this research is the analysis of the overall current situation of the "Job Rotation" policy and the textual content analysis of the "Job Rotation" policy of various provinces and cities.The provisions of "Job Rotation" and the "Job Rotation" policies of various regions are sorted and analyzed,and the overall situation of the policy is analyzed through statistical charts,so as to clarify the policy development context and summarize the policy characteristics;in the analysis of the policy texts of "Job Rotation" in various regions,36 policy texts that are representative,overall and authoritative are selected as the research objects,and the analysis framework is constructed based on the content structure of the texts,mainly including the work objectives(Task),main content and organizational guarantee three dimensions,classify and compare the specific items of each policy.The main content is divided into seven secondary dimensions:teacher establishment management,job management,employment management,teacher assessment,teacher withdrawal mechanism,exchange rotation,and rights protection,then the specific items of each policy are classified and compared.The study points out that there are problems in policies such as single policy types,generalized policy objectives,poor standardization of policy content,imperfect policy guarantee mechanisms,and inadequate policy interpretation work.It proposes to strengthen the top-level policy design,improve policy text content,and improve policy guarantees.The study points out that there are problems in policies such as single policy types,generalized policy objectives,poor standardization of policy content,imperfect policy guarantee mechanisms,and inadequate policy interpretation work.It proposes to strengthen the top-level policy design,improve policy text content,and improve policy guarantees.Mechanisms and other measures to improve the "Job Rotation" policy and suggestions.
