Modern technical education is an important part of our national education system andpublic human resources service system and an important foundation of economic and socialdevelopment. It plays an important role in training skilled, practical talents. Vigorouslydeveloping modern technical education is an effective way to speed up training the talent ofreasonable structure, high technical ability. It’s also a strategy of promoting local capability ofindependent innovation, building a modern industrial system, and transforming the mode ofeconomic development.This paper uses the theory of the government’s public management theory, combinedwith public management, knowledge of political science, administrative science, economicsand sociology to analyze the trends of the local economic and social conditions anddevelopment in Guangzhou City, give full consideration to changes in production demand andindustrial structure, catch the notable characteristics of modern technical education toanalyze the Guangzhou economic dominance and lack of senior skilled personnel, theunreasonable status of the personnel structure. This paper makes a detailed investigation onthe proportion of demand for high-skilled personnel in Guangzhou City, and concludes thatGuangzhou demands for lots of skilled personnel to adapt to the local industrial structure.This paper systematically analyzes the impact of the behavior of the Guangzhoumunicipal government on the development of technical education. It was analyzed from twoaspects, the positive development of technical education, behavior deletion and causes. Theanalysis results show that the Government has taken many measures to promote thedevelopment of modern technical education. But from the overall status of the development ofmodern technical education in Guangzhou we find the existence of local government behaviordeviation in the construction of skilled personnel for the economic and social status of greatimportance to publicity, funding, policy and legal system, admissions and employmentpolicies. This behavior deviation has restricted the development of modern technicaleducation.By drawing on the experience of foreign vocational education, this paper proposes thelocal government need to step up publicity efforts, strengthen the supervision of policyimplementation and improve the educational evaluation system. The paper pointed out thatthe local government comprehensively promotes the development of technical education bygovernment-led policy, supporting education planning, financial input, resource allocationand other government actions. The series of government acts provides the theory reference for fast and harmonious development of Guangzhou modern technical education, provide a usefulperspective for the development of technical education of other areas and enrich the nationalvocational education theory.
