Undergraduates are God’s favored ones and Times’cossets. Undergraduates are outstanding representatives highly attracting social attention in young groups, are vanguard roles seeking for the social civilization. The quality of their political thought and morality will directly affect the development of Chinese society and the great rejuvenation of the Chinese nation. The punished Undergraduate is a special group; it is a kind of Disadvantaged groups in behavior. Although the punished Undergraduates don’t account for the mainstream in university students, I think the ideological and political education research for the punished Undergraduates has its irreplaceable significance. This article will elaborate the necessity and feasibility of University Ideological and political education based on the correlated concepts, along from theory to practice, from cause to countermeasure; explore the reasons for the lack of the ideological and political education among the punished undergraduates; provide effective and practical policies for ideological and political education among the punished undergraduates in the new century. The article is divided into five parts. The first is the introduction. The second part:Introduce the concepts of new century, Undergraduates, student discipline punishment, Punishment Rights of University, Ideological and political education and the connotation and relationship of these concepts "New century" is the research background of this paper; college students violating behavior of Undergraduates is the logical starting point; the punished Undergraduates are the object of this study; the punishment from University and ideological and political education are the core of the research. About the concept of the Undergraduates’ violation has a lot, I think the Undergraduates’ violation mainly refers behaviors that the students violated the rules of the school, disrupted the teaching management of University, affected other students normal learning and life in campus. The Undergraduatesviolation must not be punished, such as mild violation. But students were punished, just because they engaged in the violation. The meaning of "the punished Undergraduates" is extensive and controversial. This paper takes the narrow sense. It refers to Undergraduates who take the behaviors received a penalty below the provisions of criminal law, violating the standards of " people’s Republic of China Public Security Management Punishment Law" or violating the school regulations act, and who still are receiving university education." Undergraduates punishment" is a kind of education and management that school take according to the school rules and regulations in order to maintain the normal teaching order, complete the task of teaching, reflecting the save and teaching for Undergraduates, at the same time,educating, warning other students. The grades of punishment for Undergraduates are divided into:warning, seriously warning, demerit, on probation and Expulsion from school."Disciplinary right of the university" is refers that the University damage to the right to education and make the students lose the right to education on legal basis and procedures. Therefore the disciplinary right of the university includes not only the Disciplinary right to the Undergraduates violating discipline, but also the Disciplinary right to make them Expulsive from university. Because the punished students still accept the ordinary higher education undergraduate in school, in this article the punished students mainly refers to undergraduates given the warning, serious warning, demerit, detention and on probation. These concepts lay a theoretical foundation for the paper.The third part:It Interpreters the necessity and the feasibility of the ideological and political education to the punished undergraduates in the new century from perspective points. The necessities as follows: firstly, From the current situation of the punished students, we know the number of the punished students rising, and the punishment for those Undergraduates didn’t effect completely. Secondly, Punishment itself is a passive, negative, and it may make educators in the crisis that is a kind of unbalance risk, also including the chance of growth. How to make the "punitive" education means more effectively, avoid the negative consequences and turn crisis into opportunity to receive the expected positive educational effect? The continuing Ideological and political education to the punished students is a kind of choice. Thirdly, the punishment is one kind of educational management means in university, since it is a management, we have to mention a famous management law that is "bucket principle":short board, that is to say inferior part often determines the level of the organization. The punished undergraduates is the social vulnerable groups in behavior, they are the short board of management in universities. So the Ideological and political education to them in later period is particularly important. Fourthly, Ideological and political education is a kind of demand and embodiment of national soft power. Ideological and political education can play a role in the spiritual, mental force; it is guided by the mainstream values and the corresponding policies to maintain the stability of the school and social stabilization. Its feasibility demonstrated:The punishment and the ideological and political education have the same educational function. Punishment is a kind of external controls that forces students’to correct their mistakes and improve them by the rules of the university. The ideological and political education is to follow the development law of undergraduates’ideology and morality, and to realize the internalization and the self control through education. The two means are mutual complement and connection to achieve education maximization commonly. The fourth part:It elaborates the deficiencies of the ideological and political education in universities in the new century from three angles; nine points as follows:the right of punishment was enlarged in university; the program of the right of punishment lacked; the right of relief of the punished students cannot be fully protected; there isn’t the lifting mechanism; there isn’t enough protection to privacy in the process of punishment; the thought of educational utilitarianism impacted of the development of Ideological and political education in the long-term; the traditional mode tied the development of Ideological and political education in University; The contents updated slowly delayed the Ideological and Political Education; The Ideological and Political Education to punished undergraduates lacked the effectiveness.Through the above four parts discussing, in the fifth part, it strengthens the rational choice of Ideological and Political Education the new century. First, it explains the environmental construction of the ideological and political education in campus from three aspects that is constructing a scientific system of Management ruled by regulations; showing the humanized management; harmonious construction between Campus environment and social environment.Secondly, EQ education is the emphasis of ideological and political education to punished students; high-quality team; Taking Yangtze University as an example, it narrates the construction of ideological and political education to punished students.
