Vocational and Technical Education (VTE) play an important part in the whole education system of the African countries, is the important pillars of the Productive socialization, Productive entrepreneurial, Productive commercialization and Productiv-e modernization. It has a close relation with the development of society and economy. Because the social and scientific technology is developing rapidly, the requirements of the quality of the labor force need to be improved. Education is one of the keys to any development strategy, and vocational and technical education is the first one in those keys, it can change the world of work, the economic, and eliminate poverty, protect the environment, improve life quality. Vocational and technical education provides a strong support for the realization of the program, namely Education for All, especially the most developing countries. When compared with the developed countries, the vocational and technical education system is developed lately in the developing countries. After independence, Zimbabwe manpower resource had suffered severe losses, technology talents needed in the economic development is shortage, and due to lacking skills, many youths can’t get jobs, but the public vocational and technical education agencies cannot meet the growing training needs, vocational and technical education need to reform.We will take these research methods to write the article, likely documentary analysis and historical analysis. The vocational and technical education reform will be the clues of research, then we will analyzes the problems and challenges the vocational and technical education in Zimbabwe still facing, the aims of the article is clearly described the vocational and technical education development in Zimbabwe, and attempted to analyze the existing policy. Although the government and other departments in Zimbabwe made many policies on the reform of vocational and technical education, but because of the insufficiency of tools and financial supports, the implementation of these policies is in vain. Many problems affect the development of vocational and technical education in Zimbabwe, there are many problem that the funding for VTE is insufficient, and the backward equipments were equipped with VTE, many excellent teachers was washed away, the dropout rates of students is very high, the regulation and assessment which is used to assess the quality of VTE is need to develop as soon as possible. In a word, the vocational and technical education is fall behind the social and economic development needs.There are five parts in the article. Firstly, Chapter1, namely the introduction, it will introduce the significance and background of the research, the content of the research, and the concept definition about VTE, and the writing ideas of the article and research methods. Chapter2will draw the development history of VTE in the time period from pre-colonial period to the time point when the economic structure is readjustment in Zimbabwe and analyze the reasons of the development. Based on the2005report of VTE in Zimbabwe, the chapter3will introduce the reform policies in the government system, building the funding mechanism, training more teachers who have advanced skills, cutting down the dropout rates of students, developing the. system of the assessment and government system and so on. In chapter4,I will analyzes Achievements and the existing problems in the development of VTE: education funds is inefficient, more and more teachers were washing away, because the skills they studied is not matched with the needs of the social and economical development, many graduates couldn’t find a job. In chapter5, Base on the development situation of VTE in Zimbabwe, the international community assistance to Zimbabwe, China have give the education aid to Africa, I will give some advice to the Chinese aid to African VTE in the future briefly, and I will analyze the innovation and inadequacy points in the article, put forward the direction in the further study in my own opinion finally.
