Since1995, the democratic government of South Africa’s economic development hasgained the success that attract worldwide attention, according to International MonetaryFund statistics South Africa in2010, the scale economies of the world ranking in the toptwenty-seventh, GDP reached$35.4billion, the industrial output value accounted for40%of Africa. Among them an important factor to promote the rapid development of society isSouth Africa attaches great importance to the education, through great efforts to reform ofsecondary vocational education, provide a large number of senior skilled talents for thecountry, improve the quality of human resources, reduce unemployment, responding to theeconomic and social needs, and established its leading position in the whole educationquality Africa gradually, especially professional skills, certain areas of the world, all theseefforts are closely related with the government of South Africa. This article will from1998the Ministry of Education has implemented three "Further education and Training Act" ofSouth Africa, grasp the secondary vocational education’s reform process, and explained thegoal and the content of technical colleges reform in South Africa, as well as theimplementation of the reform and safeguard measures, summarizes the achievements andcharacteristics of technical colleges’ reform in South Africa, analyzes its existence theproblem, which offers reference and inspiration for the construction of our country modernmedium vocational education system and the high quality of the secondary vocationaleducational institutions. The thesis consists of six parts:The first chapter is introduction. Mainly from the development status of internationalbackground and technical colleges of South Africa, combs the origin of the research andrelated research; introduces the research purpose and significance of the research in thispaper about the vocational education and training; Described the South Africa’s Studies athome and abroad; on the South Africa’s technical colleges and South Africa’s FET Institutedefines; finally introduced the research mentality and the research method of this study. The second chapter mainly summarizes the technical colleges’ educational reform inSouth Africa’s background, including the technical colleges’ status of history, technicalcolleges’ education and the implementation of the reform of the social background.The third chapter mainly discusses from two aspects the objectives and content oftechnical colleges’ educational reform in South Africa, which includes technical colleges’educational reform in South Africa and the concrete implementation measures.The fourth chapter elaborates the implementation of the main technical colleges’reform in South Africa and security. First introduced the implementation of the maintechnical colleges’ educational reform in South Africa, is divided into three aspects:personnel management mechanism, reform technical colleges’ education to the appointment,limitation of liability. Then from the source of funds, the budget allocation and management,quality assurance and evaluation three aspects introduced the related security measures toreform the technical colleges.The fifth chapter summarizes the technical colleges’ educational reform experience ofSouth Africa, mainly from the technical colleges’ educational reform, characteristics,problems are summarized, and expounds the measures to deal with the problems of SouthAfrica in the process of reform.The sixth chapter inquires into the enlightenment of technical colleges’ educationalreform in South Africa to China. Including: Legislative first, to protect the modernconstruction of vocational and technical education system; establish a sound protectionmechanism, promote the upgrading of secondary vocational education quality; focus onbuilding diverse, open curriculum; strengthen information sharing to ensure efficient supplyof skilled personnel; strengthen international cooperation and exchanges and promote theinternationalization of secondary vocational education.
