As talents and technology have become focuses of international competition, civic scientific literacy education is widely concerned and is used as an important measuring index in a country’s comprehensive national strength. Scientific literacy education has already penetrated every aspect of human society. It also has penetrated all the citizens, especially all the students. And scientific literacy education policy plays an important role in implementing scientific literacy education. Focused on the study of China’s scientific literacy education policy, selecting policy text from scientific literacy education development published by government since reform and opening up, the study has clarified the historical traces. This study also analyzed the track of policy text of scientific literacy education from three aspects, namely influencing factor basic characteristics and value orientation.Firstly, according to policy text development which is of great importance and greatly influences on scientific literacy education, the historical evolution of China’s scientific literacy education policy could be divided into three stages:gestation and exploration stage(1978-1998), the whole advancement stage(1999-2005), deepening development stage (2006to now).Secondly, factors influence scientific literacy education policies are analyzed in detail, internationally and domestically. Thirdly, basic characteristics of text evolution and the value orientation of China’s scientific literacy education policy are in-depth analyzed. Our scientific literacy education policy changes along with the development of value orientations for the benefits of our nation, schools and individuals. The emphasis of value orientation have changed from national development to educational development, from external development to internal development, from a focus on individual scientific and technical knowledge to a focus on enhancing each student’s scientific literacy. At last, this paper try to provide some constructive suggestions of China’s scientific literacy education policy. It puts forward that the value pursuit of China’s scientific literacy education policy should pay more attention to people orientation, diversification. The specification of China’s scientific literacy education policy should be further promoted, the consistency and stability should be enhanced, and the research of policies should be implemented in a more effective way.
