As talents and technology have become focuses of international competition,scientific literacy education is used as an important measuring index in a country’scomprehensive national strength and paid more and more attention. Scientific literacyeducation policy plays an important role in implementing scientific literacy education.Scientific literacy education policies have made some progress since they are carriedout in our country, while at the same time they still have many problems inevitably.This thesis, taking Changsha’s junior middle schools and primary schools for example,reveals the current situation of scientific literacy education’s implementation and theexisting problems, probes into the reasons of these problems, and proposes thesolutions to these problems.First and foremost, this thesis interprets the background of the policies ofscientific literacy education, analyzes their significance and effects, and affirms theirachieved effects since the implementation of scientific literacy education. And then,setting about the implementation predicament, it analyzes the existing currentproblems: the singleness policy implementation tools, the impediment of Centralpolicy’s localization, the unstableness of scientific quality education’s status, and thebig gap between urban and rural areas during the policy implementation. At the sametime, based on the perspectives of policy resource, policy implementation subject,policy content and policy implementation environment, and the dimension system, itanalyzes the reasons of the implementation predicament of scientific literacyeducation. At length, aiming at these problems existed in scientific literacy education,it puts up four suggestions: clearing policy implementation subject and establishingproper supervision and evaluation mechanism; strengthening teachers’ faculties andimproving teachers’ in-service training; increasing the education investment andoptimizing the hardware facilities; narrowing the gap between urban and rural areasand realizing the balanced development.
