The high-tech industry is one of the pillar industries of Beihai, as the development of Guangxi Beibu Gulf is like a raging fire. Beihai high-tech zone as the high-tech industry development important carrier, must seize this one opportunity, give full play to its resource and area advantage, accelerate implementation hi-tech industrialization, science and technology and economy to combine together, the construction of the Beihai High-tech Zone, making it into a set of features, energy, industrial agglomeration, complete as one of the new industrial park. High level talents is the key to the development of High-tech Zone open. The introduction, employment and training of high level talents, is in a relatively short time the important way to have a large number of national high level talented people.Beihai High-tech Zone talent team construction exists the problem such as talent shortage in quantity, unreasonable structure, low-usage, serious brain drain phenomenon, management lag and so on. The external reasons include the problems of regional economic, politics, the social environment and even the inner problems of the enterprise in the High-tech Zone.This paper considers that strengthening the Beihai High-tech Zone talent team construction, the introduction of high-level talents countermeasures including the following several aspects:the first is to do a good job in high-tech zone the introduction of talent work; human resource planning, strengthen personnel carrier construction, implementation of the " flexible talents" strategy; the second is to improve the talent to use a mechanism:a sound evaluation system of talents, arouse talent enthusiasm, improve enterprise management personnel quality, create a united and progressive corporate culture; the third is the perfect talent incentive mechanism:implementing a plurality of distribution system, the implementation of outstanding talent incentive system, enhance the enterprise personnel status.
