Along with the economic transformation and upgrading,talents,especially high-level talents as the first resource in the market competition,it play a role in the increasing economic development.Local governments are in the lead to speed up the adjustment policy,especially high-level talent increasingly fierce battle.As the core essential factor of high-level talents,science and technology innovation as the main factors that change the world,and led the world in science and technology innovation,which must improve the mechanism of the talent development,and speed up the introduction and cultivate high-level innovative entrepreneurial talent.Now our country is in the key stage of economic transformation and upgrading,and high-level talent is the key factor for economic and social development,at the same time to drive the development of science and technology play a tremendous role in promoting.Based on Zhuzhou hi-tech zone as the research object,this paper expounds the high-level personnel related concepts and high-level talent introduction of relevant theories,through the literature summarizes the domestic and international advanced areas of high-level talent introduction measures,put forward that the Zhuzhou hi-tech zone can draw lessons from the experience;Combination of Zhuzhou high-tech industry development present situation and the current situation of the development of high-level personnel,summed up the Zhuzhou hi-tech zone existing in the high-level talent introduction volume small,the obvious contradiction between supply and demand,the introduction of policy lack of comparative advantage,the introduction of relative single channel,unbalanced development,cultivate links short board and working systems and mechanisms problems of seven aspects,,and emphatically analyzes the reasons of problems.At last,through the above analysis for specific problems further puts forward Suggestions on Zhuzhou hi-tech zone the introduction of high-level personnel,mainly includes the following six aspects: the construction has the comparative advantages of regional innovation platform;We will improve the mechanism of high-level personnel administration management;The high-level personnel innovation entrepreneurship policy system;Creating good environment for the development of the high level talented person;Abundant high-level talent cultivation policy system;Widen the channel of the high-level talents.
