The Influences Of Funding Supply Institutional Change On University Behavior

Due to the increasing enrollment and enlarging scale of universities, the cost of higher education rise rapidly. Government is not able to bear the expense of higher education entirely as in the period of "elitism". The emergences of multi-funding investors release the problem and protect the normal operation of university to some extent. The cooperation and relation between universities and investors generate the diversity and flexibility of university behavior.Based on theory of resource dependence, the history and financial information of N university and in-depth interview, this paper study the influence on university educational behavior for resource exchange, mutual dependence and power balance between universities and investors.This paper first explains the reform of funding system of China from the view of historical development, and analyses the transform in financial structure of university. The study reveals that the consequence of "multichannel-funding" are:first of all, the weakening rank relationship between government and universities; the expansion of cooperation relationship between universities and covenanters; the strengthening "server-consumer" relationship between university and studentsAfter this, the paper conducts a case study of N university to further probe the influence of transform of funding structure on school organization, university size, major settings, recruiting scheme and scientific researches of staff, and proves the theoretical analysis assumes. Finally this paper shows that government’s policy direction and stimulation of funding promote the growth of the university size; the charges policy according to the different major charging standards change university ’s recruitment plan; the major with good market promising and low training cost become development priority, leading to those majors rapid inflation; the national scientific research project management and horizontal scientific research business income space out the distance gap of teachers income, influence the personal time distribution and the effort to teachers self-development direction.
