In2010, the16th Asian Olympic Games successfully held in China ’s southern city ofGuangzhou. Along with this event, are the large number of government public constructionprojects, coupled with the high investments in the Beijing Olympic Games, and ShanghaiWorld Expo and national infrastructure construction in the past two years. Therefore, thevolume and scale of government projects have reached an unprecedented height.Decision-making of these projects is concerned by the public, and the later operation of theprojects determines their survival and development direction. That is why it is necessary thatdecision-making orientation and operation of large-scale government projects should befurther discussed.This paper borrows ideas from theory of decision-making, as well as operatingexperience on government construction projectsat at home and abroad, giving an analysis onthe type of government projects, steps of decision-making orientation and post-operationmeans. Three typical examples of Guangzhou Asian Games Projects are selected, includingDong Haoyon renovation, Asian Games City and Haixinsha Park, for discussing theirdecision-making, operation and construction respectively. Therefore, it is discovered thatexternal participation is not enough in the decision-making of Guangzhou Asian Gamesprojects. However, it is favorable that government is brave in trying new ways in operation. Inaddition, based on the target of selecting a suitable opening and closing ceremonies venue ofAsian Games, a model analysis of Haixinsha Park, Tianhe Sports Center and GuangdongOlympic Sports Center was given, by using Analytic Hierarchy Process(AHP) and ValueEngineering Theory. According to the analysis, Haixin Park is the optimal choice, but its totalcosts condition is far behind with the other two options.The analysis also shows that decision-making of large-scale government projects is a kind ofclosed decision mechanism within the government, which has played a positive role in theearly development. However, citizens’ participation will be improved in the futuredevelopment. Moreover, operation is not yet out of the negative influence of governance,although our government is also working to develop multiple modes of operationmanagement, such as franchise operation mode, commission management mode and city investment mode with a strong sense of Chinese characteristics. However, market condition isnot yet mature, and the relevant norms and the establishment of legal system are laggingbehind; therefore, it is necessary to create social and market conditions that are suitable forthe market-oriented operation of government projects.In this paper, the methods of research and analysis results can be used as a reference fordecision-making and operations of large-scale government projects. However, it is difficult tocollect data and materials of these government projects; therefore, it is necessary that all theexamples mentioned in this thesis need to be further discussed for better reference.
