With the rapid development of IT, our society has stepped into information technology era, information society requires the members of society not only have higher quality of science and culture but also can know the way of study through the use of information technology to adapt to the rapid development of modern society.However, school education can not teach students all the necessary knowledge and skills. Students must possess the necessary ability of transfer learning. Only then can they apply the knowledge and skills they have learnt to their study,work and lives. Students as lifelong learners, want to adapt to rapidly changing social environment, which requires the school consider developing students’ learning transfer as one of the important tasks of teaching.Judging from the characteristics of chemistry, Chemical investigations is a complex activity form, including knowledge, skills, emotiona. Therefore, I believe that the experimental exploration activities is one of the most efficient ways on developing students’ transfer ability, meanwhile it can aid students understand the real terms and laws of learning further and finally improve their learning effiency. Unfortunately,nowadays, most schools rarely carry out Chemical investigations, especially in high school. In response to this situation, this paper bases on the analysis of high school chemistry experiment of knowledge and skills and the guidance of the transfer of learning theory, computer simulation technology to design the development of virtual simulation software," The electrolytic cell to explore activities "and" the application of the electrolytic principle "as a case study in instructional design, to demonstrate how to develop the students’ tranfer ability in detail.The relevant theoretical research stage. Firstly,I have done a deep research through referring to documents on definition and characteristics of the knowledge, skills, also definition and classification of the learning transfer, and the learning literature research and application about the transfer at domestic and international. Then I analyzed the relevant factors that affect students’ learning transfer and summarized the stragegies and methods on promoting students’ leaning transfer while combining characteristics of chemistry and used them in the design and development of virtual simulation software. At the same time, I analyzed the chemical experimental exploration activities status、elements、advantages in the experimental teaching,thus, provided a theoretical basis for the following experiments instructional design. Finally, elaborated on definition, characteristics and sense of simulation software.The actual design and development、the specific use of the software stage. I combined the knowledge and skills of high school chemistry experiments. Selected the two typical meaning experimental exploration activities "electrolytic principle and its application " and "common bleaching material and its application" as a case study. On the basis of the analysis of the two cases, I developed and designed the virtual simulation investigations courseware to explain the culture of transfer in the simulation environment. Then, I used the development of courseware and designed two instructional designs, describing how to train students’ ability of transfer learning in the simulation environment.
